5. Councilmember Reports
• Mayor Phillips reported that he attended a C.E.R.T. training on Saturday
Councilmember Bushey reported that as an employee of the California Public Utilities
Commission she had been assigned to a proceeding involving Pacific Gas & Electric Company's
state of their distribution and transmission gas mains and their knowledge of the locations of
these. She stated it appeared that the rupture that occurred in San Rafael a week ago may have
something to do with a similar set of facts that occurred in several other cities, all of which are in a
proceeding to which she is assigned. Councilmember Bushey indicated that because of her
interest in what happened in San Rafael and because of her professional involvement in that
proceeding, she would need to take formal action to look into events in San Rafael. She reported
that she would be issuing a ruling in her proceeding requesting PG&E to complete a report on
what happened in San Rafael and to file and serve it in that proceeding so that she is completely
above board and everyone involved in that proceeding, including the Utility, knew what she knew
and how she came to know it. Indicating that while she did not anticipate any ramifications, she
wanted everyone to know what she was doing in her day job.
