RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN RAFAEL
AUTHORIZING THE CITY MANAGER TO ENTER INTO A PROFESSIONAL
SERVICES AGREEMENT WITH BKF ENGINEERS TO PROVIDE DESIGN AND
ENVIRONMENTAL SERVICES FOR THE CANAL NEIGHBORHOOD ACTIVE
TRANSPORTATION ENHANCEMENT PROJECT IN THE AMOUNT NOT TO EXCEED
$1,264,034
WHEREAS, having advertised and solicited a Request for Proposals (RFP) in
accordance with the City’s Municipal code released on December 19, 2024, for the project
entitled:
“Canal Neighborhood Active Transportation Enhancement Project”
City Project No. 11446 / Federal Project No. ATPL-5043(047)
the Department of Public Works received two proposals; and
WHEREAS, staff reviewed the proposals and identified BKF Engineers to be the
most qualified firm; and
WHEREAS, the cost proposal from BKF Engineers was found to be complete and
within industry standards; and
WHEREAS, the project has received funding through the Active Transportation
Program (ATP) to perform an environmental assessment, complete design, and construct
the project; and
WHEREAS, the City of San Rafael has committed additional funding to augment
the design and construction budget for the project; and
WHEREAS, funding to support the recommended Agreement is provided within
the approved Fiscal Year (FY) 2024-25 budget (Canal Active Transportation Experience
Improvements Project – Gas Tax Fund 206), with future appropriations to be provided via
the annual budget process through the term of the Agreement.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of San
Rafael authorizes the City Manager to enter into an agreement with BKF Engineers to
provide design and environmental services for the Canal Neighborhood Active
Transportation enhancements Project in the amount not to exceed $1,264,034.
I, LINDSAY LARA, Clerk of the City of San Rafael, hereby certify that the foregoing
Resolution was duly and regularly introduced and adopted at a regular meeting of the City
Council of the City of San Rafael, held on Monday, the 17th day of March 2025, by the
following vote, to wit:
