The title of the ordinance was read:
ORDINANCE NO. 1935 - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN RAFAEL
ADOPTED AS AN URGENCY MEASURE TERMINATING A TEMPORARY MORATORIUM ON THE
ESTABLISHMENT AND OPERATION OF NEW MASSAGE ESTABLISHMENTS WITHIN THE CITY OF
SAN RAFAEL
Councilmember McCullough moved and Councilmember Colin seconded to approve adoption of
Ordinance No. 1935; however, City staff to remain open to tools explored and analyzed, and at this time
rejected as not necessary, or not necessarily effective, given the alternatives available.

CITY MANAGER'S REPORT:
6. City Manager's Report:
• City Manager Jim Schutz stated that this week is California's fourth annual electric vehicle week
and announced a downtown event on Friday, October 9, 2015 from 12-7pm to test drive electric
vehicles. The event will coincide with the Art Walk as well as the San Rafael and Mill Valley Film
Festival. He introduced Dean Allison, new Public Works Director.

• Mayor Phillips reported that he attended the Presentation of the Beacon Award in San Jose with
Cristine Alilovich, Assistant City Manager, last week.
o He watched a Marin Clean Energy workshop
• Councilmember McCullough reported that he attended the Marin Clean Energy board retreat and
follow-up subcommittee meeting last week where the future governance of Marin Clean Energy
was discussed.
