Mayor Kate called the meeting to order at 6:03 p.m. and invited City Clerk Lindsay Lara to call the
roll. All members of the City Council were present.
City Attorney Robert Epstein announced that no reportable action was taken in Closed Session.
Mayor Kate provided opening remarks which included gratitude to City Staff, reassurance that staff
is monitoring federal directives, encouraged community members to sign up for the City’s
newsletter Snapshot, and a land acknowledgment.
City Clerk Lindsay Lara announced that the meeting had Spanish language interpretation and
informed the community that the meeting would also be recorded and streamed live to YouTube
and through Zoom. She noted the two-minute timer for public comment and closed captioning on
Zoom.

City Manager Cristine Alilovich reported on:
• Draft City Council Three-Year Goals and Objectives
• Federal Policies and funding for City projects monitoring
• Draft Fire Hazard Severity Maps from CalFire, for comments at CalFire’s website
• Conceptual Parking Permit Program survey would be open through March 7, 2025
• Spring and Summer Activity Guide was released to residents
• Marin Arts and Crafts Show to be held from March 7th – 9th from 10am-5pm at the Marin
Center Exhibit Hall
• Second Friday Art Walk event to be held on March 14th from 5-8pm in Downtown San
Rafael
City Councilmember Reports:
• Vice Mayor Bushey reported on Transportation Authority of Marin (TAM), Marin Transit
Board meeting, and her attendance at the San Rafael Age Friendly ‘90 and Better’ event.
• Councilmember Kertz reported on her tour on Meals on Wheels with Supervisor Sackett,
Marin Wildfire Prevention Authority board meeting, Marin County Council of Mayor &
Councilmembers (MCCMC) meeting, Ritter Center’s Behavioral Health Outreach van ribbon
cutting, and San Rafael Age Friendly ‘90 and Better’ event.
• Councilmember Hill reported on Marin County Council of Mayor & Councilmembers
(MCCMC) meeting and the Ritter Center’s Behavioral Health Outreach van ribbon cutting.
• Councilmember Llorens Gulati reported on Sea Level Rise Adaptation Planning, a tour of the
Canal with Congressman Jared Huffman for a potential bridge, San Rafael Age Friendly ‘90
and Better’ event, Marin Transit Board meeting, Marin Clean Energy Executive Committee
meeting, parking permit program meetings, and a meeting with Supervisor Sackett.
• Mayor Kate reported on Sonoma-Marin Area Rail Transit (SMART), Mary’s Angel Dog
Training ribbon cutting, San Rafael Sanitation District meeting, and Marin Transit.

a. Update on Sea Level Rise Project
Presentation and Update on the Canal Sea Level Rise Collaboration Project (CM)
Kate Hageman presented the Staff Report, and invited Sea Level Rise Committee member
Rita Mazariegos, Angel Minor, and resident Javier Villafañe to make comments. Carly from
Canal Alliance expanded on Community priorities for near term action.
Mayor Kate invited public comment.

apprenticeship program.
• Aurelia Vargas addressed the City Council regarding food stands in the Canal neighborhood
• Raquel Sanchez addressed the City Council regarding parking in East San Rafael
