SPECIAL MEETING AT 4:00 P.M.
REGULAR MEETING AT 6:00 P.M.

Mayor Kate called the meeting to order at 4:00 p.m. All members of the City Council were present,
except for Vice Mayor Bushey.
Mayor Kate invited public comment; however, there was none.
1. Pickleweed Advisory Committee Interviews
Interview Applicants and Make Appointments to Fill Three Four-Year Terms Through the End
of April 2029 on the Pickleweed Advisory Committee, Due to the Expiration of Terms of
Louise Yost, Kate Sprague, and Rosa Vasquez (CC)
The City Council interviewed the following applicants: Ellen Arbit, Rosa Vasquez, and Kate
Sprague. Laura Miller and Narciso De Leon withdrew their applications.
After discussion, Councilmember Kertz moved and Councilmember Hill seconded to reappoint
Rosa Vasquez and Kate Sprague and to appoint Ellen Arbit to the Pickleweed Advisory
Committee to the end of April 2029.

Mayor Kate called the meeting to order at 6:03 p.m. and invited City Clerk Lindsay Lara to call the
roll. All members of the City Council were present, except for Vice Mayor Bushey.
City Attorney Robert Epstein announced that no reportable action was taken in Closed Session.
Mayor Kate offered opening remarks acknowledging the tragic incident involving the students who
lost their lives in a car accident in San Geronimo and led a moment of silence in their honor.
City Clerk Lindsay Lara informed the community that the in-person meeting would also be recorded
and streamed live to YouTube and through Zoom. She noted the two-minute timer for public
comment and closed captioning on Zoom.
CITY MANAGER AND COUNCILMEMBER REPORTS:

3. City Manager and Councilmember Reports:
City Manager Cristine Alilovich reported/announced:
• May as Mental Health Awareness Month
• Empathy to the City’s first responders and the mental health impacts of them being first
responders in such incidents
• Community survey for a potential renewal of the City’s Measure D parcel tax
• Community survey for the City’s Bicycle and Pedestrian Master Plan
• Emergency road repair in front of San Rafael High School
• City’s opposition to pending legislation: AB647 and SB634
• Sea Level Rise and Climate Action Forum on April 24th from 5:30-7:30 p.m. virtually
• Canal Alliance Community Fair May 3rd from 12-4:00 p.m.
• Seeds of Hope Fair and Luncheon May 5th from 11-2:00 p.m. at the San Rafael
Community Center
City Councilmember Reports:
• Councilmember Kertz reported on a Golden Gate Regional 2025 Legislative Breakfast,
a Persian New Year Celebration, and the Joint City-County Homeless Committee
meeting.
• Councilmember Hill reported on the Finance Subcommittee meeting and the Spring
Fling Egg Hunt.
• Councilmember Llorens Gulati reported on a Cal Cities North Bay City & Congressional
meeting, Marin Clean Energy (MCE), and the Earth Day Celebration Cleanup in the Canal
neighborhood.
• Mayor Kate reported on Sonoma Marin Area Rail Transit, Marin Museum of
Contemporary Arts (MOCA), and San Francisco’s Climate Week activities.

Resolution Recommending Community Development Block Grant (CDBG) Project Funding
for the Fiscal Year 2025-2026 to the Marin County Board of Supervisors (CED)
Housing Manager Alxis Captanian presented the Staff Report, and announced Leelee
Thomas and Chris Miranda, County of Marin, would be available to answer questions.
Staff responded to questions from the City Council, along with the County of Marin.
Councilmember Llorens Gulati recused herself from this item as she had a financial interest
in MarinCIL and as such, was precluded from participating in this and any other discussion
to come before the City Council on this subject. Councilmember Llorens Gulati left the
Council Chamber at 7:35 p.m.
Mayor Kate invited public comment; however, there was none.

Recommending Community Development Block Grant (CDBG) Project Funding for the
Fiscal Year 2025-2026 to the Marin County Board of Supervisors.

Professional Services Agreement with CSW/Stuber-Stroeh Engineering Group, Inc. for
Additional Design Services Associated with the Second Street and Fourth Street
Intersection Improvements Project, in the Amount Not to Exceed $66,000, Increasing the
Total Not-to-Exceed Amount Under the Agreement of $294,482 (PW)
Councilmember Hill recused himself from this item as he resides within 500 feet of the
project, and as such, was precluded from participating in this and any other discussion to
come before the City Council on this subject. Councilmember Hill left the Council Chamber
at 7:42 p.m.

Works Joanna Kwok.
