TOPIC: CANAL PARKING STRIPING PROJECT NOTICE OF COMPLETION
SUBJECT: ACCEPT COMPLETION OF THE CANAL PARKING STRIPING PROJECT, CITY
PROJECT NO. 11438, AND AUTHORIZE THE CITY CLERK TO FILE THE NOTICE OF
COMPLETION
RECOMMENDATION:
Staff recommends that the City Council accept the completion of the Canal Parking Striping Project and
authorize the City Clerk to file the Notice of Completion.
BACKGROUND:
The City of San Rafael is actively engaged in several construction projects in the Canal neighborhood.
Work on the City’s annual Pavement Management Program projects began in mid-October 2023. The
projects utilize slurry sealing and micro-surfacing treatments to maintain the selected roads and extend
their service life. The first project took place on four streets in the Canal District, with two layers of micro-
surfacing on each street. To help address limited parking in the area and improve the traffic safety of the
neighborhood, the Canal Parking Striping Project will implement new striping in the Canal neighborhood,
which includes installing street parking spaces, as well as installing red and yellow curb areas.
On April 2, 2024, the City Council awarded the construction contract to Bayside Stripe & Seal, Inc. in the
amount of $224,000 and approved a construction contingency of $33,600 for a total of $257,000.
Construction began on June 21, 2024, and was completed on November 8, 2024.
ANALYSIS:
Under Civil Code Section 9204, the City must record a Notice of Completion upon City acceptance of the
improvements. This acceptance initiates a period during which project subcontractors may file Stop
Notices seeking payment from the City for the funds owed to the Contractor for the project work.
FISCAL IMPACT:
The Canal Parking Striping Project was funded through the Gas Tax Fund (#206). The total cost for
completion of this project is $224,000 which includes the cost of construction.
The remaining funds of $33,600, consisting of unused contingency, from the Canal Parking Striping
Project shall be returned to the Gas Tax Fund (#206) balance for future programming.
