Open Time for Public Expression The public is welcome to address the Fire Commission at this time on matters not on the agenda that are within its jurisdiction. Please be advised that pursuant to Government Code Section 54954.2, the Fire Commission is not permitted to discuss or take action on any matter not on the agenda unless it determines that an emergency exists, or that there is a need to take immediate action which arose following posting of the agenda. Comments may be no longer than two minutes and should be respectful to the community. 2. Approval of Minutes – April 9, 2025 Recommended Action: Amend and or approve as submitted. 3. Fire Foundation – Verbal Update from Commissioner Donna McCusker Recommended Action: Accept Verbal Report and take appropriate action. 4. No action to be taken on these items. 7. Fire Chief Report Informational only. No action to be taken. CITY OF SAN RAFAEL FIRE COMMISSION REGULAR MEETING MINUTES Wednesday, April 9, 2025 Fire Station 54 46 Castro Ave, San Rafael, CA 94901 Meeting called to order at 3:59 PM. Present: Chair David Fonkalsrud Commissioner Ken Johnson Commissioner Stan Burford Commissioner John Chung Commissioner Donna McCusker Commissioner Brian Waterbury (Virtual) Chief Sinnott Chief Roman Captain Giusti Thomas Wong 1. Open Time for Public Expression No public comment. 2. Approval of Minutes – March 12, 2025 Chair Fonkalsrud asks if there are any corrections or objections, hearing none. Commissioner Burford moves to approve, Commissioner Johnson seconds and the minutes are adopted unanimously. 3. Fire Foundation – Verbal Update from Commissioner Donna McCusker Two new board members including current medical director, Dr. Jordan Sax and Kyri Mcclellan. The foundation is still looking for new members. 4. 150th Anniversary Sub Committee – Verbal Update from Commissioner Chung 75th Anniversary of Mar Vista Motors firefighter fatalities. Preparing a short ceremony for that with Chief Alviso. Working with Captain Alvarez on another 9/11 memorial ceremony similar to last year. 5. Chair and Commission Member Reports: David Fonkalsrud – Chair Ken Johnson - Vice Chair – Met with the Mayor and City Manager and they both back and supported the Fire Chief. Talked about ISO ratings. Stan Burford – Commissioner Burford also met with the Mayor and City Manager at the same time as Commissioner Johnson. Asked to have back two pages of the recreation magazine. Both the Mayor and City Manager agreed to have the fire department put public information in the last two pages. Commissioner Burfurd will work with Deputy Direct Gardner on this. John Chung – Met last week at PSC to look at deployment study and look at we can finance the redeployment of Truck 54. Asked Councilmember Gulati on getting another ambulance. Commissioner Chung is going to find time to meet with the Councilmember. Donna McCusker – Suggest networking with firefighters at your local station. Commissioner McCusker gave an update on Big Mac the drone. It will be launched on April 24! Brian Waterbury – Met with Councilmember Kertz and asked her what information do you need to make decisions? I wanted to make sure I understood what they needed. She asked that I contact the South San Francisco Fire Chief who lives in Terra Linda and attend a Fire Wise meeting in Loch Lomond. 6. Fire Chief Report Chief Roman provided an update on the Ad-hoc committee between Marinwood and San Rafael. They are still working on getting an agreement together. There is mutual benefit to both agencies to get an agreement together. Chief Sinnott discussed incidents that occurred last month that were of interest including a car that landed on top of a car port. Captain Giusti relayed a successful conversion of a cardia patient.
