All members of the City Council were present. City Attorney Robert Epstein announced that no reportable action was taken in Closed Session that evening or following the City Council meeting on May 5, 2025. Mayor Kate offered gratitude to City staff, announced the San Rafael Pacifics’ game honoring City Employees on May 30 (featuring Liz Paez singing the National Anthem and Damian Oboyo throwing the first pitch), and delivered a land acknowledgment. City Clerk Lindsay Lara informed the community that the in-person meeting would also be recorded and streamed live to YouTube and through Zoom. She noted the two-minute timer for public comment and closed captioning on Zoom. CITY MANAGER AND COUNCILMEMBER REPORTS: (including AB 1234 Reports on Meetings and Conferences Attended at City Expense) 3. City Manager and Councilmember Reports: City Manager Cristine Alilovich reported/announced: • Expressed appreciation to Reverand Jan Heglund, Retiring After 27 Years • National Emergency Management Services Week May 18-24, 2025 • National Public Works Week May 18-24, 2025 • Public Works Open House event on Wednesday, May 20, 2025 • Temporarily prohibited camping at City Hall property from May 19 through June 9, and at Canalways property from May 27 through June 17, to allow wildfire mitigation teams to conduct vegetation management. • Food vending enforcement plan in the Canal neighborhood • Pride month celebration and flag raising ceremony at City Hall on June 2nd at 5:45pm • 2nd Annual Pride Art Walk Puzzle Contest from June 1st through June 30th City Councilmember Reports: • Vice Mayor Bushey reported on Central Marin Sanitation Agency, State of the City Dinner, San Rafael Library Foundation Annual Donor Dinner, and San Rafael Sanitation District. • Councilmember Kertz reported on Marin Wildfire Prevention Authority, Homeless Policy Steering Committee, San Rafael Library Foundation Dinner, State of the City, and Community Action Marin ribbon cutting. • Councilmember Hill reported on keynote address at the 2025 Asian Scholarship Banquet, May Madness, Finance Subcommittee, State of the City, and Youth in Arts 4th Annual C Street Celebration. • Councilmember Llorens Gulati reported on Canal Alliance and the San Francisco Foundation, Leadership Academy Graduation, May Madness, Canal Promise Neighborhood Steering Committee, Quarterly Supervisor Rodoni meeting, State of the City, and Marin Clean Energy meeting. • Mayor Kate reported on Sonoma Marin Area Rail Transit, Transportation Authority of Marin Executive Meeting, Homelessness and Housing Subcommittee, Marin Transit, 3 North Bay Leadership Lunch, Gun Safety Collaboration, and June 17th meeting is cancelled and rescheduled to June 23rd. Councilmember Llorens Gulati moved and Councilmember Kertz seconded to approve the Consent Calendar 4. Consent Calendar Items: a. Special Presentations Mayor Kate invited public comment. Speakers: District Attorney Frugoli 4 a. Presentation of Proclamation for Reverand Jan Heglund, Retiring After 27 Years Mayor Kate presented the proclamation to Reverand Jan Heglund, and Reverend Jan made comments. Mate Kate called a recess at 6:37 p.m. and called the meeting to order at 6:47 p.m. OTHR AGENDA ITEMS 6. Other Agenda Items a. Preliminary Citywide Proposed Budget for Fiscal Year 2025-26 Preliminary Citywide Proposed Budget and Proposed Capital Improvement Program for Fiscal Year 2025-26 (Fin) City Manager Cristine Alilovich provided comments, Finance Director Paul Navazio presented the budget portion of the Staff Report, and Assistant Public Works Director Joanna Kwok presented the Capital Improvement Project portion of the Staff Report. Staff responded to questions from the City Council. Mayor Kate invited public comment; however, there was none. City Council provided comments. Councilmember Kertz moved and Vice Mayor Bushey seconded to accept the report.
