AGENDA
1. Call to Order
2. Economic Development Partner Updates (15 Minutes)
a. San Rafael Chamber of Commerce
The Subcommittee will receive updates from the San Rafael Chamber of Commerce on
programmatic activities.
b. Marin Small Business Development Center
The Subcommittee will receive a presentation from the Marin Small Business Development
Center on their San Rafael Data Report.
3. Discussion Items
a. Downtown San Rafael Arts District Public Art Program Overview (30 Minutes)
The Subcommittee will receive a presentation from staff and consultant, Local Edition, on the
2025-2026 Downtown San Rafael Arts District Public Art Program.
b. Urban Land Institute Technical Assistance Panel Program Overview (15 Minutes)
The Subcommittee will receive an overview from staff on the City’s upcoming participation in
the Urban Land Institute Technical Assistance Panel for Downtown San Rafael.
c. Special Events Permit Transition Update (5 Minutes)
The Subcommittee will receive an update from staff on the transition of the Special Events
Permit program administration to the Community & Economic Development Department.
d. Streetary Program Update (10 Minutes)
The Subcommittee will receive an update from staff on the Streetary Program, including a
preview of Fee structure recommendations.
4. Public Comment
The public is welcome to address the subcommittee at this time on matters not on the agenda
that are within its jurisdiction. Public comments under this category may be limited to two
minutes per speaker per item at the discretion of the Chair with the consent of the
Subcommittee.
5. Adjournment
The next regular meeting of the Economic Development Subcommittee is tentatively
scheduled for Monday September 22, 10:00am-11:30am.
Any records relating to an agenda item, received by a majority or more of the Subcommittee less than 72-
hours before the meeting, shall be available for inspection in the City Manager’s Office, 1400 Fifth Avenue,
