Background and History
•1990: Baypoint Lagoons Assessment District was formed to
protect and enhance wildlife habitat and water quality in the
Baypoint (Spinnaker) Lagoons, the adjacent ponds, and diked
salt marsh. Funds generated from the District support ongoing
maintenance, repair and improvements of public lighting,
landscaping assets, and associated infrastructure within the
District.
•Lagoon Management : City staff continue to manually
regulate lagoon water levels, helping reduce odor
complaints and support recharge.
•Infrastructure Maintenance : Pipes connecting to the
lagoon and salt marsh were cleaned; staff note the
need for an automated pump system.
•Water Quality Improvements: A floating treatment
island will be installed in summer 2025 to naturally
filter pollutants and enhance aquatic habitat.
•Habitat Planning: The City engaged WRA to develop a
vegetation and irrigation plan in response to
community concerns; resident input will guide next
steps.
•Funding Update : Two environmental funds have been
merged into the Habitat Protection Fund, with a
projected balance of $110,839 by June 30, 2025.
