HomeMy WebLinkAboutPW Baypoint Lagoons Assessment District PPTBaypoint Lagoons Assessment District FY 2025-26 Proposed Assessment Public Hearing June 23, 2025 City Council Meeting Purpose of a Public Hearing 1.Any interested person, prior to the conclusion of the hearing, may file a written protests with the clerk 2.During the hearing, City Council may order changes in any of the matters or the Engineer’s report 3.If a majority of assessed persons protest against the increase of an assessment of any previous year exists, the proposed increase will be abandoned. 4.If a majority protest has not been filed, the City Council may adopt a resolution confirming the diagram and assessment, either as originally proposed or as changed. Background and History •1990: Baypoint Lagoons Assessment District was formed to protect and enhance wildlife habitat and water quality in the Baypoint (Spinnaker) Lagoons, the adjacent ponds, and diked salt marsh. Funds generated from the District support ongoing maintenance, repair and improvements of public lighting, landscaping assets, and associated infrastructure within the District. •Lagoon Management : City staff continue to manually regulate lagoon water levels, helping reduce odor complaints and support recharge. •Infrastructure Maintenance : Pipes connecting to the lagoon and salt marsh were cleaned; staff note the need for an automated pump system. •Water Quality Improvements: A floating treatment island will be installed in summer 2025 to naturally filter pollutants and enhance aquatic habitat. •Habitat Planning: The City engaged WRA to develop a vegetation and irrigation plan in response to community concerns; resident input will guide next steps. •Funding Update : Two environmental funds have been merged into the Habitat Protection Fund, with a projected balance of $110,839 by June 30, 2025. Baypoint Lagoons Assessment District Status and Activities Two Dedicated Funds Fund Purpose Balance as of June 30, 2024 Habitat Protection Fund •To protect and enhance the wildlife habitat in the lagoons, ponds and diked salt marsh located within the district parameters. •Support concerns over odors emitted from the lagoons in the summer months $110,839 Pump Station Control Fund Pump station maintenance and upgrades as needed. $100,470 FY 2025-26 Proposed Assessment •$131.44 per parcel (unchanged since 1996) •Approximately 150 homes (several affordable housing parcels are exempt from assessment) •Each single-family dwelling unit are assessed equally HOA Outreach •The HOA and staff meet regularly to discuss needs and updates for district. •The HOA was provided an opportunity to review the Engineer’s report and their feedback was incorporated into the report. Options 1.Conduct the public hearing and adopt the resolution, thus ordering the levy of assessments for FY 2025-26. 2. Do not adopt the resolution, which will result in no levy of assessments for FY 2025-26.
