RESOLUTION OF THE SAN RAFAEL CITY COUNCIL AUTHORIZING THE CITY MANAGER
TO EXECUTE A PROFESSIONAL SERVICES AGREEMENT IN AN AMOUNT NOT TO
EXCEED $600,000 WITH BURKE, WILLIAMS & SORENSEN, LLP FOR LEGAL SERVICES
WHEREAS, the City has determined that general municipal legal services are
needed to provide capacity and technical expertise to the City Attorney’s Office, which
provides legal services to all City departments; and
WHEREAS, Burke Williams & Sorensen, LLP is qualified to provide legal services
to the City; and
WHEREAS, pursuant to San Rafael Municipal Code Section 2.55.100.D, contracts
for professional services are exempt from bidding on the basis of demonstrated
competence and professional qualifications; and
WHEREAS, the City determines that the Burke Williams & Sorenson is competent
and highly qualified to provide legal services to the City; and
WHEREAS, funding to support this agreement is available from the contractual
services funds in the budgets of the City Attorney’s Office, Human Resources and
Affordable Housing Fund.
NOW, THEREFORE BE IT RESOLVED, that the City Council hereby finds the
foregoing recitals to be true and correct and hereby authorizes the City Manager to
execute a professional services agreement in an amount not to exceed $600,000 with
Burke, Williams & Sorensen, LLP for legal services, with expenditures reimbursed by third
parties and covered by the liability fund excluded from the not to exceed amount.
I, LINDSAY LARA, Clerk of the City of San Rafael, hereby certify that the foregoing
Resolution was duly and regularly introduced and adopted at a special meeting of the City
Council of the City of San Rafael, held on the 23rd day of June 2025, by the following
vote, to wit:
AYES: Councilmembers: Bushey, Hill, Kertz & Mayor Kate
NOES: Councilmembers: None
ABSENT: Councilmembers: Llorens Gulati
