HomeMy WebLinkAboutCED Parking-Rear Deck; 38 Miraflores Avenue PPT38 Miraflores Avenue City Council Meeting –July 21, 2025 Purpose of the Hearing On June 24,2025 the Planning Commission unanimously recommended that the City Council approve improvements on a hillside property requiring a variance and exception from the hillside development guidelines (Resolution No. 24-09) Site and Setting Address:38 Miraflores Avenue Neighborhood:Central San Rafael (Gerstle Park) Property Size:5,114 SF Average Slope:58.38% Zoning District:R5 –Single-Family Residential General Plan:Low Density Residential (LDR) Project Description The proposed Project includes: •detached parking deck at the front property line: •attached open deck at the rear of the residence; •associated access paths and landscaping. Site Plan Parking Deck Rear Deck Entitlements Requested The Project will not meet the required natural state at the property and is within 100 vertical ft. of a ridgeline and so requires a Major Environmental Design Review and Hillside Exception approved by the City Council (SRMC Section 14.12.040). The Zoning Administrator is typically the decision-making body for a Variance to permit the location of the parking deck (Chapter 14.23) however, in the case where multiple entitlements are being process the decision is referred to the highest reviewing body. Staff Recommendation Staff recommends the City Council adopt the Resolution to Approve a Major Environmental and Design Review Permit with an Exception to Specified Hillside Development Standards (ED24- 015; EX25-001) and a Variance (V25-001) for a New Attached Elevated Deck and Detached Parking Deck with Associated Access Paths Located at 38 Miraflores Avenue.
