SUBJECT: RESOLUTION AUTHORIZING THE TEMPORARY APPOINTMENT OF ANNDORA
LEE, FORMER COMMUNICATIONS DISPATCHER, TO PROVIDE CRITICALLY
NEEDED SERVICES OF A COMMUNICATIONS DISPATCHER FOR THE SAN
RAFAEL POLICE DEPARTMENT, IN ACCORDANCE WITH CALIFORNIA
GOVERNMENT CODE SECTION 7522.56(f)(1)
RECOMMENDATION:
Staff recommends that the City Council adopt the above-referenced resolution, certify and authorize the
contingent hire of retired City of San Rafael employee, Anndora Lee, for a duration not to exceed 960
hours per fiscal year.
BACKGROUND:
California Government Code Section 7522.56(f)(1) requires the City of San Rafael to certify the necessity
of employing a retired individual within 180 days of their retirement in order to perform critically needed
services. The San Rafael Police Department’s Communications Center operates 24 hours a day and
provides essential public safety services. Currently, the Communications Center is understaffed by two
positions. Despite ongoing recruitment efforts by both the Police Department and the Human Resources
Department, the Communications Center remains understaffed due to employee attrition and the
extensive training period required for new dispatchers. As a result, the Communications Center is
increasingly dependent on mandatory overtime to maintain adequate staffing levels, placing additional
strain on existing staff.
ANALYSIS:
The proposed contingent hire of retired City of San Rafael employee Anndora Lee is a strategic response
to critical staffing shortages within the San Rafael Police Department Communications Center. This
recommendation is grounded in compliance with California Government Code Section 7522.56(f)(1),
which permits the reemployment of retirees within 180 days of retirement when essential services are at
risk.

Anndora Lee brings over three decades of institutional knowledge and operational expertise, making her
an ideal candidate to temporarily bridge the staffing gap. Her limited-term appointment, capped at 960
hours per fiscal year, would provide immediate relief to the current workforce, reduce overtime burdens,
and help ensure the continued delivery of critical public safety services. The San Rafael Police
Department notified the San Rafael Police Association, which represents Communications Dispatchers,
of its intention to rehire Anndora Lee, and the association did not object to it.
Overall, this recommendation presents a practical, legally compliant, and cost-effective solution to
address urgent staffing needs while long-term recruitment efforts continue.
FISCAL IMPACT:
There will be no fiscal impact resulting from this action. The associated costs will be absorbed through
currently budgeted vacant positions within the Communications Center.
OPTIONS:
The City Council has the following options to consider on this matter:
1. Certify the necessity and authorize the contingent hire.
2. Do not authorize the contingent hire.
RECOMMENDED ACTION:
Staff recommends that the City Council adopt the attached resolution to certify and authorize the
contingent hire of retired City of San Rafael employee, Anndora Lee, for a duration not to exceed 960
hours per fiscal year.

THE TEMPORARY APPOINTMENT OF ANNDORA LEE, FORMER COMMUNICATIONS
DISPATCHER, TO PROVIDE CRITICALLY NEEDED SERVICES OF A COMMUNICATIONS
DISPATCHER FOR THE SAN RAFAEL POLICE DEPARTMENT, IN ACCORDANCE WITH
CALIFORNIA GOVERNMENT CODE SECTION 7522.56(f)(1)
WHEREAS, California Government Code Section 7522.56(f)(1) requires that a retiree may only
be appointed to a position within 180 days of retirement if the governing body of the employer
certifies the nature of the employment and that the appointment is necessary to fill a critically
needed position before 180 days have passed, and such appointment is approved in an open
public meeting and not on a consent calendar; and
WHEREAS, the San Rafael Police Department’s Communications Center operates 24 hours
per day, 7 days a week, and provides essential emergency communications services to the
public and first responders; and
WHEREAS, the Communications Center is currently critically understaffed due to two
dispatcher vacancies, ongoing recruitment challenges, and the extensive training period
required for new hires; and
WHEREAS, these staffing shortages have resulted in mandatory overtime for existing
employees, posing risks to employee well-being, service quality, and the Department’s ability to
maintain uninterrupted emergency communications; and
WHEREAS, Anndora Lee is a former City of San Rafael Communications Dispatcher who
retired in good standing and possesses over three decades of operational knowledge and
experience in the role; and
WHEREAS, her temporary reemployment is necessary to ensure continuity of critically needed
services in the Communications Center during this period of staffing instability, and the
employer certifies the nature of the employment and that the appointment is necessary; and
WHEREAS, the City Council affirms that this appointment has been placed on the regular
agenda of a public meeting and not on a consent calendar, in full compliance with Government
Code Section 7522.56(f)(1); and
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of San Rafael finds
the foregoing recitals to be true and correct, certifies that former Communications Dispatcher
Anndora Lee can provide the critically needed services of a communications dispatcher, and
hereby authorizes the Police Chief to appoint Anndora Lee to serve as a communications
dispatcher, provided her services do not exceed 960 hours in Fiscal Year 2025-26 and her rate
of pay is compliant with Government Code Section 7522.56(d).
