Pacific Gas & Electric Company Project Contracts Resolution Authorizing the City Manager to Enter into Contracts with Pacific Gas and Electric Company for the Second Street Utility Undergrounding (Phase 2) Project in an Amount Not to Exceed $255,351 and the Fourth Street and West Crescent Drive Intersection Improvements Project in an Amount Not to Exceed $34,224 and Approving Supplemental Budget Appropriations; CEQA Determination: Exempt Pursuant to CEQA Guidelines Section 15378(b)(5) (PW) Recommended Action – Adopt Resolution PUBLIC HEARINGS 5. Public Hearings a. Electric Bicycle Safety Regulations in San Rafael Introduction of An Ordinance Adding Chapter 5.35 “Operation of Electric Mobility Devices” to the San Rafael Municipal Code to Regulate Electric Mobility Devices Within the City Limits of San Rafael; CEQA Determination: Exempt Pursuant to CEQA Guideline 15061(b)(3) (PD) Recommended Action – Introduce the Ordinance, waive further reading, and refer to it by title only. 3 b. Streetary and Sidewalk Dining Program Fees Updates Resolution Revising the “Streetary” and “Outdoor (Sidewalk) Dining” Fee Categories, Descriptions, and Structures in the City’s Master Fee Schedule Fiscal Y 2025-2026 and Authorizing Economic Incentives (CED) Recommended Action – Adopt Resolution c. Tri-Annual Building Code Ordinance Amendments Introduction of an Ordinance Amending Title 12 (Building Regulations) of the Municipal Code of the City of San Rafael, by Repealing Title 12 and Amending Title 12 Thereof; Adopting the 2025 Edition of the California Building Code, the California Residential Code, the California Mechanical Code, the California Plumbing Code, the California Electrical Code, the California Existing Building Code, the California Green Building Standards Code, the California Energy Code, and the California Referenced Standards Code with Appendices and Amendments Herein; Adopting the 2024 Edition of the International Property Maintenance Code and the International Pool and Spa Code with Amendments; Amending Chapter 12.360 Single-Family Model Reach Code – FlexPath; Herein; and Adopting Findings of Fact Supporting the Amendments to the Code. Affordable Housing Requirements for Residential Development Projects Resolution Amending Resolution 14890, “Guidelines for the Administration of the Affordable Housing Requirement Program” to Clarify Existing Policy and Practice (CED) Recommended Action – Adopt Resolution OPEN TIME FOR PUBLIC EXPRESSION The public is welcome to address the City Council at this time on matters not on the agenda that are within its jurisdiction.
