Mayor Kate called the meeting to order at 6:04 p.m. and invited City Clerk Lindsay Lara to call the
roll. All members of the City Council were present.
City Attorney Robert Epstein announced that no reportable action was taken in Closed Session for
items 2.a, 2.b, and 2.c, and the City Council would adjourn to Closed Session to complete item 2.d.
following the closure of this meeting.
Mayor Kate offered gratitude to City staff, announced Employee and Team of the First Quarter
James Aretta and Digital Service and Open Government GIS team, and delivered a land
acknowledgment.
City Clerk Lindsay Lara informed the community that the in-person meeting would also be recorded
and streamed live to YouTube and through Zoom. She noted the two-minute timer for public
comment and closed captioning on Zoom.

3. City Manager and Councilmember Reports:
City Manager Cristine Alilovich provided the following announcements and updates:
• Applications opened for five public art installations scheduled for spring 2026.
Applications are due July 25, 2025, and may be submitted online.
• The Downtown Library relocated on August 4, 2025. The library will be closed for the
week of relocation.
• The Transportation Authority of Marin (TAM) is conducting a transportation survey.
Responses are due July 25, 2025.
• A rapid response hotline is available for immigration support at 415-991-4545.
• Certificate of Excellence in Financial Reporting for Fiscal Year 2023–2024.
• San Rafael Police Department secured a grant providing critical funding for the SAFE
Team, extending funding for an additional two years.
• The San Rafael Festival of the Arts is scheduled for July 26, 2025, from 11:00 a.m. to
6:00 p.m. at Falkirk Cultural Center.
• Dancing Under the Lights will take place on Friday, August 1, 2025.
• National Night Out on August 5, 2025, from 6:00 p.m. to 8:30 p.m.
• City Council summer meeting schedule:
o August 5, 2025 – Meeting cancelled
o August 18, 2025 – Meeting scheduled
• The eBikes ordinance is scheduled for August 18, 2025.

Board, and Marin Transit

• Councilmember Kertz reported on Marin Builders Association Member meeting, and
Supervisor Sackett for the fair
• Councilmember Hill reported on Marin County Council of Mayors and Councilmembers
(MCCMC), and Touch-a-Truck event.
• Mayor Kate reported on Sonoma Marin Area Rail Transit, Transportation Authority of
Marin, and Artificial Intelligence Conference.
