Vice Mayor Bushey acted as Mayor Pro Tem in Mayor Kate’s absence. Mayor Pro Tem Bushey
called the meeting to order at 6:03 p.m. and invited City Clerk Lindsay Lara to call the roll. All
members of the City Council were present.
Chief Assistant City Attorney Andrea Visveshwara announced that no reportable action was
taken in Closed Session earlier that evening, on August 11, 2025 or on July 21, 2025.

City Clerk Lindsay Lara informed the community that the in-person meeting would also be recorded
and streamed live to YouTube and through Zoom. She noted the two-minute timer for public
comment and closed captioning on Zoom.

Assistant City Manager John Stefanski provided the following announcements and updates:

• Downtown Library Reopening
• San Rafael Porchfest on Sunday, Sept. 21, 12–5 PM, Gerstle Park Neighborhood

Marin Village’s 15-year anniversary celebration, Dining Under the Lights and Homeless
Policy Steering Committee meeting.
• Councilmember Maika Llorens Gulati reported on National Night Out, Humbowl ribbon
cutting, Voces del Canal and San Rafael Police Department meeting, Rotary meeting, sea
level rise meeting, quarterly East San Rafael meeting with Supervisor Rodoni, and
Quarterly Climate Action Forum.
• Councilmember Hill reported on Hot Italian ribbon cutting, Downtown San Rafael
History Walking Tour with Business Improvement District (BID), National Night Out,
Measure P Subcommittee, Finance Subcommittee, and PG&E Hazard and Awareness
Warning Center tour.
• Mayor Pro Tem Bushey reported on Central Marin Sanitation Agency, San Rafael
Sanitation District, Montecito Neighborhood Association, Measure P Subcommittee,
and National Night Out.

Appendices and Amendments Herein; Adopting the 2024 Edition of the International
Property Maintenance Code and the International Pool and Spa Code with Amendments;
Amending Chapter 12.360 Single-Family Model Reach Code – FlexPath; Herein; and
