CONSENT CALENDAR:
The opportunity for public comment on consent calendar items will occur prior to the City Council’s
vote on the Consent Calendar. The City Council may approve the entire consent calendar with one
action. In the alternative, items on the Consent Calendar may be removed by any City Council or staff
member, for separate discussion and vote.

a. Approval of Minutes

b. Designation of Voting Delegate for the League of California Cities Annual Conference and Expo
Designation of Councilmember Rachel Kertz as the City of San Rafael’s Voting Delegate for
the League of California Cities Annual Conference General Assembly in Long Beach from
October 8-10, 2025 (CM)

c. Agreements for On-Call Planning and Environmental Consulting Services
Resolution Authorizing the City Manager to Execute Professional Services Agreements with
M-Group Consulting Services, Ratcliffe Consulting Services, and Allsep Planning for On-Call
Planning and Environmental Consulting Services in an Amount Not to Exceed $200,000 for
Each Agreement and Authorizing Supplemental FY 2025-26 Budget Appropriations Totaling
$500,000 (CED)

d. Fiscal Year 2025-26 Local Measure AA Allocation
Resolution Authorizing the City Manager to Execute Funding Agreement A-FY26-11 with
the Transportation Authority of Marin in the Amount of $1,312,825 in Measure AA Funding
for FY 2025-26 (PW)

e. Transportation Authority of Marin Safe Pathways to Schools Funding Agreement
Resolution Authorizing the City Manager to Execute Funding Agreement A-FY25-28 with
the Transportation Authority of Marin and the City of San Rafael, Thereby Authorizing the
Receipt of an Allocation of $1,100,000 in Measure AA Funding (PW)

Adopt the Ordinance Amending Title 12 (Building Regulations) of the Municipal Code of the
City of San Rafael, by Repealing Title 12 and Amending Title 12 Thereof; Adopting the 2025
Edition of the California Building Code, the California Residential Code, the California
Mechanical Code, the California Plumbing Code, the California Electrical Code, the
California Existing Building Code, the California Green Building Standards Code, the
California Energy Code, and the California Referenced Standards Code with Appendices and
Amendments Herein; Adopting the 2024 Edition of the International Property Maintenance
Code and the International Pool and Spa Code with Amendments; Amending Chapter
12.360 Single-Family Model Reach Code – FlexPath; Herein; and Adopting Findings of Fact

within its jurisdiction. Please be advised that pursuant to Government Code Section 54954.2, the City
Council is not permitted to discuss or take action on any matter not on the agenda unless it determines
that an emergency exists, or that there is a need to take immediate action which arose following posting
of the agenda. Comments may be no longer than two minutes and should be respectful to the
community.
