MEETING MINUTES
1.Call to Order
Meeting called to order by Subcommittee Chair Mayor Kate Colin at 9:00am
Committee Members Present: Mayor Kate Colin, Councilmember Eli Hill (Acting
Subcommittee Member)
Committee Members Absent: Vice Mayor Maribeth Bushey
Staff Present: Director of Community and Economic Development Micah Hinkle (Staff
Liaison), City Manager Cristine Allilovich, Assistant Director of Community and
Economic Development Greg Minor, Economic Development Program Manager Stacey
Laumann, Lieutenant Alex Holm, Senior Management Analyst Sullina Smith, Economic
Development Intern Michael Scott
2.Economic Development Partner Updates (15 Minutes)
a.San Rafael Chamber of Commerce
The Subcommittee will receive updates from the San Rafael Chamber of Commerce on
programmatic activities.
The Subcommittee received an update from the San Rafael Chamber of Commerce
Executive Director, Karen Strolia. She reported on Downtown San Rafael Business
Improvement Association programming, including but not limited to May Madness and
the Downtown Mulching Program. She also provided Chamber programming updates,
highlighting recent and upcoming initiatives, such as the State of the City, Mid-Day
Meetups, the San Rafael Leadership Program, East San Rafael Working Group, the
Economic Forecast, and a Business Community Survey.
b.Marin Small Business Development Center
The Subcommittee will receive a presentation from the Marin Small Business Development
Center on their San Rafael Data Report.
The Subcommittee received a presentation from the Marin Small Business Improvement
District Executive Director, Miriam Karell, on the 2024 San Rafael Data Report. The
report highlighted key data points and trends, including an increase in Spanish-speaking
clients and low-income participants, as well as the 2024 industry breakdown and
advising topics.
3.Discussion Items
a.Downtown San Rafael Arts District Public Art Program Overview (30 Minutes)
The Subcommittee will receive a presentation from staff and consultant, Local Edition, on the
2025-2026 Downtown San Rafael Arts District Public Art Program.
Economic Development Program Manager Stacey Laumann presented an overview of
the public art installation program and the competitive bidding process. She introduced
the selected consultant, Local Edition owners Terri and Sage Lauring, who shared an
overview of the project and their experience with similar work in surrounding
communities.
The Subcommittee engaged in discussion and asked questions regarding the project
scope, cultural representation, community engagement, nonprofit partnerships, and
project management.

b.Urban Land Institute Technical Assistance Panel Program Overview (15 Minutes)
The Subcommittee will receive an overview from staff on the City’s upcoming participation in
the Urban Land Institute Technical Assistance Panel for Downtown San Rafael.
Assistant Community and Economic Development Director Greg Minor presented an
overview of the technical assistance program, including the selection process, project
kickoff, and deliverables from the program.
The Subcommittee engaged in a discussion and asked questions regarding project
funding, anticipated outcomes, and broader community engagement.
c.Special Events Permit Transition Update (5 Minutes)
The Subcommittee will receive an update from staff on the transition of the Special Events
Permit program administration to the Community & Economic Development Department.
Community and Economic Development Director Micah Hinkle and Senior Management
Analyst Sullina Smith provided an update on the program transition, community
messaging, and ongoing interdepartmental collaboration on permit reviews.
The Subcommittee engaged in a discussion and asked questions regarding permitting
streamlining, community sponsorship, and future policy considerations for small
neighborhood events versus large community events.
d.Streetary Program Update (10 Minutes)
The Subcommittee will receive an update from staff on the Streetary Program, including a
preview of Fee structure recommendations.
Economic Development Program Manager Stacey Laumann presented an overview of
the program, including background information, efforts to bring businesses into
compliance with City standards, and a staff recommendation on the fee structure to
support program viability and long-term sustainability for businesses.
The Subcommittee engaged in a discussion and asked questions regarding the timing of
the Council meeting, fee alignment, insurance requirements, capital costs for
implementation, and ADA compliance.

4.Public Comment
The public is welcome to address the subcommittee at this time on matters not on the agenda
that are within its jurisdiction. Public comments under this category may be limited to two
minutes per speaker per item at the discretion of the Chair with the consent of the
Subcommittee.

5.Adjournment
The next regular meeting of the Economic Development Subcommittee is tentatively
scheduled for Monday September 22, 10:00am-11:30am.
The meeting adjourned at 10:32am.
