Mayor Kate called the meeting to order at 6:03 p.m. and invited City Clerk Lindsay Lara to call the
roll. All members of the City Council were present.
Mayor Kate provided opening remarks, which included gratitude to City Staff, the recent acts of
political violence across our nation and a land acknowledgment.
City Clerk Lindsay Lara informed the community that the in -person meeting would be recorded and
streamed live to YouTube and through Zoom , and that there would be Spanish language
interpretation. She noted the two-minute timer for public comment and closed captioning on
Zoom.

3. City Manager and Councilmember Reports:
City Manager Cristine Alilovich provided the following announcements and updates:
• National Preparedness Month Proclamation - Appreciation to our Office of Emergency
Services, Fire and Police Departments
• Transit Month and alternative commute options
• Major Development Projects Map on City website – Interactive map of all development
projects in neighborhoods across San Rafael
• Tomorrow, the County Board of Supervisors meeting to consider funding for a potential
City park at 620 Canal Street
• Chamber of Commerce to host a Level Up Marin Employment Expo on Thursday,
September 25 at B Street Community Center, 4-7 p.m.
• San Rafael Library at the Carnegie Building ribbon-cutting celebration to be held
Saturday, September 20, 12-5 p.m.
• Announced upcoming community events:
o West End Block Party to be held Friday, September 19 and Friday, September 26,
downtown from F to G, 6-9 p.m.
o Porchfest to be held Sunday, September 21, in the Gerstle Park neighborhood, 12-5
p.m.
o Movies in the Park (The Wild Robot) to be held Friday, September 26, at Gerstle
Park, 6:45–8:45 p.m.
o Hops and Vines Stroll (presented by the Business Improvement District) to be held
Saturday, September 27, downtown from Fourth to Lincoln, 2-6 p.m.
o Marin Sanitary Service Customer Appreciation Day to be held Sunday, September
28, at 535 Jacoby Street, 9a.m. to 2 p.m.
City Councilmember Reports:
• Vice Mayor Bushey reported on a Marin Transit board meeting, a Central Marin
Sanitation Agency board meeting, the Marin Presiding Judge Breiner’s Memorial Bench
in Loch Lomond and a ribbon-cutting for the new playground at Peacock Gap Park.
• Councilmember Llorens Gulati reported on Marin Transit, the 9/11 remembrance
ceremony, the Canal Alliance Leadership Academy graduation and announced the
Coastal Cleanup Day to be held this Saturday, September 20 at Pickleweed at 9 a.m.
• Councilmember Kertz reported on the City/County Schools Quarterly meeting, the
Ember Stomp event, the Aegis ribbon-cutting, Contempo’s Annual BBQ, the Age-
Friendly San Rafael meeting and announced the Marin Senior Fair to be held
Wednesday, September 17.
• Councilmember Hill reported on the Aegis ribbon-cutting and the Sun Valley
Neighborhood Association meeting.
• Mayor Kate commented that her Report was covered by the councilmembers.

a. Triennial Building Code Ordinance Amendments
Adopt the Ordinance Amending Title 12 (Building Regulations) of the Municipal Code of
the City of San Rafael, by Repealing Title 12 and Amending Title 12 Thereof; Adopting the
2025 Edition of the California Building Code, the California Residential Code, the Califor nia

Mechanical Code, the California Plumbing Code, the California Electrical Code, the
California Existing Building Code, the California Green Building Standards Code, the
California Energy Code, and the California Referenced Standards Code with Appendices
and Amendments Herein; Adopting the 2024 Edition of the International Property
Maintenance Code and the International Pool and Spa Code with Amendments; Amending
Chapter 12.360 Single-Family Model Reach Code – FlexPath; Herein; and Adopting
Findings of Fact Supporting the Amendments to the Code. (CED)

City Manager Cristine Alilovich provided comments on the item and introduced Climate
Justice and Engagement Manager Kerry Fugett, James Lima and Bella Conway from James
Lima Planning and Development who presented the Staff Report.
