Background & Approach
•November 2024, voters passed Measure P to fund a new main library and community center at Albert Park.
•This is a generational, community-enhancing project that will be one of the largest capital projects undertaken in recent years.
•The new facility is intended to serve as a vibrant community resource and hub for civic, cultural, and social enrichment.
•Given the high level of project complexity, staff recommend utilizing professional project management services.
•This approach mirrors that of the City’s prior Essential Facilities Project, which included the construction of the Public Safety Center and the construction and rehabilitation of several fire stations.
Request for Proposals Process
•June 2, 2025 –Issued Request for Proposals
•July 9, 2025 –Proposals Due; Received & Evaluated 8 total
•July 22, 2025-Interviewed top three proposals
•July 28, 2025 –Measure P Subcommittee Finalist Interview
•Following this process, the staff evaluation committee selected Griffin Structures as the finalist for this contract.

Staff Recommendation
•Adopt the Resolution authorizing the City Manager to execute a Professional Services Agreement with Griffin Structures for capital project management services for the Albert Park Library & Community Center project in an amount not to exceed $350,000 in FY 2025-26; and subsequent amendments based on each fiscal year’s appropriation for a total contract amount not to exceed $4,440,606 through Project Completion.
