HomeMy WebLinkAboutCC Resolution 15465 (Capital Project Management Services Contract for Albert Park Library & Community Center and Measure P Project Update)RESOLUTION NO. 15465 RESOLUTION OF THE SAN RAFAEL CITY COUNCIL AUTHORIZING THE CITY MANAGER TO EXECUTE A PROFESSIONAL SERVICES AGREEMENT WITH GRIFFIN STRUCTURES FOR ALBERT PARK LIBRARY & COMMUNITY CENTER CAPITAL PROJECT MANAGEMENT SERVICES, IN AN AMOUNT NOT TO EXCEED $350,000 IN FY 2025-26; AND SUBSEQUENT AMENDMENTS BASED ON EACH FISCAL YEAR’S APPROPRIATION FOR A TOTAL CONTRACT AMOUNT NOT TO EXCEED $4,440,606 THROUGH PROJECT COMPLETION WHEREAS, in November 2024, San Rafael voters passed Measure P, an initiative to fund a new main library and community center at Albert Park; and WHEREAS, the City has determined that professional project management services are needed to provide support to the Albert Park Library and Community Center capital project due to the complex needs of this project; and WHEREAS, the City issued a Request for Proposals on June 2, 2025, and received proposals from eight qualified firms; and WHEREAS, Griffin Structures has submitted a scope of work and proposal for providing assistance related to professional project management to the City, including a list of anticipated activities/tasks and the rate for performance of these services; and WHEREAS, on July 22, 2025, staff interviewed the three finalists and recommended Griffin Structures for a final interview with Council’s Measure P Subcommittee; and WHEREAS, on July 28, 2025, the Subcommittee had the opportunity to meet with Griffin Structures to ask questions about their approach, qualifications, and project timeline. WHEREAS, the Subcommittee expressed satisfaction with Griffin's experience, community engagement strategy, and commitment to delivering a facility that meets the community's vision and Measure P requirements; and WHEREAS, the City determines that Griffin Structures’ proposal meets the needs of the project's complexity—including site constraints, community engagement requirements, environmental considerations, and technical challenges of integrating library and community center functions; and WHEREAS, the costs associated with Griffin Structures’ proposed professional services are already appropriated through Measure P, Fund 430. NOW, THEREFORE BE IT RESOLVED, that the City Council hereby authorizes the City Manager or their designee to execute a professional services agreement with Griffin Structures in an amount not to exceed $350,000 for FY 2025-26, and subsequent amendments based on the amount on each subsequent fiscal year’s appropriation for a total contract amount of not to exceed $4,440,606 through Project completion.
