11/6/25 Draft Good Neighbor Policy – Proposed
Interim Shelter Program at 350 Merrydale Road
Introduction
This draft Good Neighbor Policy is being shared for community input.
If approved, the interim shelter program at 350 Merrydale Road would provide onsite
programming, supportive services, and property management. As with the Sanctioned Camping
Area, the City would be committed to being a responsible and collaborative neighbor.
This Draft Good Neighbor Policy would work in coordination with a Code of Conduct, which
every shelter participant would have to review and sign before transitioning into the shelter.
Together, these documents establish shared expectations to maintain a safe, respectful, and
positive environment--both inside the site and throughout the broader neighborhood.
Guiding Values
1. Responsiveness to the community: The City aims to maintain open
communication with neighbors, respond to concerns in a timely manner, and adjust
operations as appropriate based on community feedback.
2. Collaboration: Program operations should be informed by collaboration with local
residents, community organizations, service providers, and public agencies.
3. Accountability: Track measurable outcomes such as housing placements, service
connections, and reductions in unsheltered homelessness in the surrounding area.
4. Coordination: Operations would be in coordination with Marin County’s Coordinated
Entry System, local outreach teams, service providers, and public safety partners to
ensure seamless care and proactive engagement.
Safety and Security Practices
• Onsite staff present 24 hours a day, 7 days a week, 365 days a year
• Participant entry and exit monitored through check-in and check-out procedures
• No public drop-in access or loitering permitted outside the property
• Regular exterior site walks conducted to maintain cleanliness and ensure no
disruptive activity
• Strict adherence to public health and safety guidelines
• Prompt City response to concerns raised by participants, neighbors, or community
partners
• Active management of this policy and code of conduct.
Participant Expectations
All participants would be required to acknowledge and sign both the Good Neighbor Policy and
Code of Conduct. These documents outline behavioral expectations for participants onsite and
in the surrounding area. Key expectations include:
• Treating neighbors, staff, and fellow participants with respect.
• Observing quiet hours during evening and morning periods.
• Smoking only in designated outdoor areas and disposing of cigarette butts properly.
• Keeping pets leashed and cleaning up pet waste immediately.
• No disruptive behavior, loud music, or nuisance activity onsite or in the surrounding
area.
Continued participation is contingent upon adhering to program guidelines. Failure to do so
would result in removal from the program.
Community Engagement
• Designated City point of contact provided (email and phone number) to respond to
neighborhood questions or concerns during business hours.
• After hours, 911 will dispatch either SAFE or public safety as appropriate.
• Regular updates provided on the City website and by email, with channels
maintained for ongoing community input.
• Concerns raised by neighbors documented, addressed, and followed up on in a
timely manner.
