AN ORDINANCE TO BE KNOWN AS THE ELECTRICAL -CODE OF THE CITY OF SAN RAFAEL, CALIFORNIA, CREATING THE OFFICE OF CHIEF ELECTRICAL INSPECTOR, PRESCRIBING HIS DUTIES, PROVIDING FOR THE ISSUANCE OF ELECTRICAL PERMITS AND FOR INSPECTIONS AND FIXING THE FEES THERE- FOR; REGULATING THE INSTALLATION, A:RRANGETuM3T3 ALTERATION, REPAIR, MAINTENANCE AND OPERA^1ION OF EIECTRIC 1IRII,IG, ELECTRIC FI39URES, AND OTHER ELECTRICAL APPLIANCES AND . EQUIPI4IENT IN THE CITY OF SAN RAFAEL; PROVIDING A PENALTY FOR THE VIOLATION OF THE SAME AND ADOPTING THE UNIFORM ELECTRICAL CODE, 1953 EDITION, PUBLISHED BY THE PACIFIC COAST ELECTRICAL BUREAU, DY REFERENCE, *ICH CODE ADOPTS., BY REFERENCE, THE NATIONAL ELECTRI- CAL CODE, 1953 EDITION; REPrEALING CHARTER ORDINANCE N0. 414; AND A1,2ENDING SECTION 3 11 AND ADDING A NEW PART TO SECTION 6 OF THE UNIFORM ELECTRICAL CODE The Council of the City of San Rafael do ordain as follows: SECTION 1: All that certain "Uniform Electrical Code" published by the Pacific Coast Electrical Bureau, 1953 Edition, including the secondary code referred to therein, to -wit: the 1953 National Electrical Code, three certified copies of which, in printed form, have been filed and are now on file in the office of the City Clerk of said city marked "filed" therein on the day of April, 1955, for use and exam- ination by the public, is hereby adopted as the Electrical Code of and for the City of San Rafael, California, to which, reference is hereby made with like effect as if all of the provisions and printed matter therein were herein set forth in full. SECTION 2: Except as hereinafter amended or added to, all of the pages, titles, printed matter, indexes, parts, chapters, paragraphs, sections, sub -sections subdivisions, provisions and regulations therein provided and contained are hereby adopted as the rules and regulations for the government and regulation of the installa- tion, arrangement, alteration, repair, maintenance and operation of the electrical wiring, electric fixtures and other electric appliances and equipment in said city. SECTION 3: In compliance with the requirement of Section 50022*5 of the Government Code of the State of California that the adopting ordinance contain a description of the primary adopted code and of each secondary code incorporated there- in by reference, the following is set forth: (a) the Uniform Electrical Code has been promulgated by the Pacific Coast Electrical Bureau whose address is 681 Market St., San Francisco, which said code was published in 1953; the purpose of said code is to regulate the installation, arrangement, alteration, repair, maintenance and operation of electric wiring, electric fixtures, and other electrical appliances and equipment in the City of San Rafael, creating the office of Chief Electrical Inspector, prescribing his duties, and - 1 - providing for the issuance of electrical permits and for inspections and fixing the fees therefor; (b) the National Electrical Code has been promulgated by the National Board of Fire Underwriters whose address is 465 California St,, San Francisco, which said code was published in 1953; the purpose of said code is the practical safeguarding of persons and of buildings, and their contents from hazards arising from the use of electricity for light, heat, power, radio, signalling and for other purposes, and to set forth basic minimum provisions considered necessary for safety; (c) the subject matter of the Uniform Electrical Code, by the sections thereof, is as follows.. Tables, Diagrams and Examples Tables Diagrams Examples SECTION 4: Section 3 of said Code entitled, "Fees for Permits and Inspection", is hereby amended by changing the figure 11$1.00" for each incandescent electric sign to 1103,0011 each. Said Section 3 of said Code is further amended by adding to the schedule of fees the following: jEach meter in excess of one, for Which a final inspection certificate is required $ 1.00 Cold Cathode Lighting Installations: Each transformer per KVA or fraction thereof .50 Each section of tubing .05 Flourescent Lighting: 1 lamp fixture .15 2 lamp fixtures .25 3 lamp fixtures .30 4 lamp fixtures .35 - 5 - SECTION 5: A new part to be known and numbered 11C-111 is hereby added to Section 6 of the Uniform Electrical Code referred to in the title hereof and shall read and provide as follows: "Section 6, C-1: Fire Zones 1 & 2. All electrical wiring installed in or on buildings or structures other than dwell- ings shall be installed in raceways of rigid metal conduit, flexible metal conduit, electrical metallic tubing, under- floor raceways, cellular metal floor raceways, surface metal raceways, wireways, busways and auxiliary gutters.:" SECTION 6: Any person, firm or corporation violating any of the provisions of this ordinance shall be deemed guilty of a misdemeanor, and each such person shall be deemed guilty of a separate offense for each and every day or portion thereof during which any violation of any of the provisions of this Code is committed, continued or permitted, and upon conviction of any such violation such person shall be punishable by a fine of not more than FIVE HUNDMD ($500000) DOLLARS, or by imprison- ment in the County Jail of Marin County for not more than three months, or by both such fine and imprisonment. SECTION 7: Charter Ordinance No. 414 is hereby repealed; all other ordinances in conflict herewith are to the extent of such conflict hereby repealed.
