TOPIC: REVISED CITY STAFF APPOINTMENTS TO JOINT POWERS AUTHORITIES AND
COMMITTEES
SUBJECT: APPROVE THE APPOINTMENT OF REPRESENTATIVES TO THE MARIN COUNTY
HAZARDOUS AND SOLID WASTE JOINT POWERS AUTHORITY (ZERO WASTE
MARIN), MARIN EMERGENCY RADIO AUTHORITY (MERA), THE MARIN WILDFIRE
PREVENTION AUTHORITY OPERATIONS COMMITTEE (MWPA), AND THE MARIN
GENERAL SERVICES AUTHORITY (MGSA)
RECOMMENDATION:
Staff recommends that the City Council approve the appointment of representatives to the Marin County
Hazardous and Solid Waste Joint Powers Authority (Zero Waste Marin) Board and Executive Committee,
the Marin Emergency Radio Authority (MERA) Governing Board, the Marin Wildfire Prevention Authority
Operations Committee (MWPA), and the Marin General Services Authority (MGSA) Board of Directors.
BACKGROUND/ANALYSIS:
City staff serve on regional boards representing the City’s interests and ensuring the City has a voice in
regional decision-making. These appointments may be reviewed and updated periodically to reflect
changes in staff assignments. These appointments were previously revised at the December 16, 2024,
City Council meeting. At this time, staff is recommending updates to the City’s appointments to the Marin
County Hazardous and Solid Waste Joint Powers Authority (Zero Waste Marin) Board and Executive
Committee, the Marin Emergency Radio Authority (MERA) Governing Board, the Marin Wildfire
Prevention Authority Operations Committee, and the Marin General Services Authority (MGSA) Board of
Directors. Staff recommends that the City Council continue to appoint alternate members to serve as the
City’s representative at meetings for which the primary representative is not available. The proposed
appointments are provided in Attachment 1 to this staff report.
These proposed changes will enable City staff to provide representation in areas they oversee or have
subject matter expertise, ensuring the City’s voice is present in relevant discussions and decisions. These
changes affect staff appointments only; the appointments of City Councilmembers are not affected by
this action.

FISCAL IMPACT:
There is no fiscal impact associated with this item.
RECOMMENDED ACTION:
Staff recommends that the City Council approve the appointment of representatives to the Marin County
