RECOMMENDATION:
Interview applicants and make appointments to the Police Advisory and Accountability Committee and
the Planning Commission.
BACKGROUND:
The City of San Rafael actively recruits community members to serve on its boards, commissions, and
committees to ensure broad representation and public input in City policy and decision-making.
Vacancies occur periodically due to term expirations, resignations, or newly created positions. The
following members’ terms are set to expire at the end of October 2025:
Daniel Alm, Police Advisory & Accountability Committee (1st of two terms)
Fatai Tokolahi, Police Advisory & Accountability Committee (1st of two terms)
Marilyn Alvarez, Police Advisory & Accountability Committee Youth Member (1st of two terms)
Jill Rodby, Planning Commissioner, District 1 (1st of three terms)
Vacant, Planning Commissioner, District 4 (1st of three terms)
The City Clerk’s Office conducts outreach for each vacancy through the City’s website, social media
channels, email subscription lists, and MarinIJ. Interested residents submit an application, which is
reviewed and scheduled for interviews by the City Council.

All applications received by the filing deadline were provided to the City Council in advance of this
meeting.
ANALYSIS:
Staff recommends the City Council interview applicants and make appointments to three terms on the
Police Advisory and Accountability Committee and the and two terms on the Planning Commission,
Districts 1 & 4, and any alternate terms as needed.
Police Advisory and Accountability Committee:
The terms of Daniel Alm, Fatai Tokolahi and Marilyn Alvarez (youth member) are set to expire at the end
of October 2025. Fourteen applications were received for the Police Advisory and Accountability
Committee; however, four applicants withdrew, and two applicants never responded to Staff to schedule
interviews and confirm interest in serving. The eight remaining eligible applicants were forwarded to the
City Council Liaison for review of the applications and a selection of five final applicants to move forward
in the interviews.

Planning Commission
The term of Jill Rodby is set to expire at the end of October 2025 as the Planning Commission’s District
4 Representative. Additionally, the City Clerk’s office initiated recruitment for the District 4 Representative
seat following the voluntary resignation of one of the Commissioners due to unexcused absences. The
City Clerk’s office received two applications for each Planning Commission seat during the recruitment
period; however, one applicant withdrew from each District Representative position.

COMMUNITY OUTREACH:
The recruitment process was publicly noticed on the City’s website, through social media, in the City
Manager’s newsletter, and Marin IJ. Outreach was also extended to community partners and stakeholder
groups to encourage broad participation. Additional recruitment efforts were made for the Police Advisory
and Accountability Youth Member seat, which included outreach to Terra Linda High School, San Rafael
High School, College of Marin and Dominican University.
FISCAL IMPACT:
There is no fiscal impact associated with this action.

1.Make appointments to each legislative body following the interview; including alternate members
as needed.

I'm an active volunteer in San Rafael and across Marin. With regards to directly serving the community, I volunteer locally at the Ritter
Center, which provides supportive services to our most vulnerable populations. Specifically I help in their food pantry, distributing food
to housed and unhoused individuals experiencing food insecurity. I like to think that this makes San Rafael a safer place by showing
compassion and respect to people in hard times, which I feel inspires a stronger sense of community. Additionally I am a volunteer
with the Marin Foster Care Association in their partnership program with Marin's Children and Family Services, Friends of the Family.
This program is meant to provide volunteer support for resource families (ie foster parents). In my own experience, this has ranged
from watching kids for the day, to picking up kids from supervised visits with their biological family and taking them home to their
resource families.

I have family in law enforcement but I also know people who have had terrible experiences with law enforcement. I emphasize with
people on both sides. As such I feel this puts me in a unique position to bring a balanced approach that will help this commission. I
want to help ensure that PAAC is a safe space for the commissioners, stakeholders, and members of the public to share their
concerns. That this isn't a place where blame is being thrown around. As a commissioner, I want to approach this with an attitude of
curiosity, a desire to learn and get to the roots of the issues by actively listening to all relevant parties. For my work at PG&E, when
safety incidents occur, we don’t look to assign blame, instead we try to understand the course of events, what was deliberate and
unintended, seeing where things went wrong with our standards and procedures; afterwards we decide what controls can be put in
place to mitigate risk. That’s the kind of mindset I plan to bring as a commissioner. Ultimately, I want to contribute to a future where
our city police and staff feel supported, but at the same time where San Rafael residents, especially in BIPOC communities, do not
feel afraid of the SRPD, and we have helped create a more equitable justice system that our community deserves. It’s about finding
the right balance; and that will take time, effort, communication, patience, cooperation, and ultimately trust.

I would say that I've never felt intimidated by their presence; in fact I've generally felt reassured when they're present at large public
gatherings such as the No Kings Rally earlier this year. Additionally I appreciate that our local law enforcement includes crisis
counselors to respond to issues of mental health.

As I've mentioned, I'm a volunteer with the Marin Foster Care Association which partners with the county's Children and Family
Services. While the program I'm a part of does not deal with violence prevention per say, as part of our training we learned of the
sometimes violent circumstances that led the children to be in the foster care system. Our training also involved identifying signs of
abuse, including the physical kind, when interacting with the children and how to report it to the appropriate agencies.

I'm active in the Democratic community here in Marin. I've participated in a number of activities including phone banking and
neighborhood canvassing for candidates and local ballot measures. I also serve on Marin's commission for the Marin County Free
Library. Our role is to provide oversight on the programs and finances of the county's libraries on behalf of the Marin County Board of
Supervisors. Additionally we provide guidance and support to the library executive team to better library services.

Over the last decade, I’ve contributed to land conservation projects
across the country for multiple land management agencies. The

As part of PG&E's quality management, essentially my role is to confirm tree
work and make sure nothing was missed; that trimming meets our compliance
standards and that remaining trees with strike potential to our high voltage
facilities, do not pose any risk. Additionally by reviewing the work of inspectors
and tree crews, who are often contractors, we hold them accountable for the
quality of their work; and with time we hope to encourage the proper behavior
and mindset that PG&E expects of all its workers.
I've done work verification on a number of PG&E's vegetation management
programs, including Defined Scope (routine vegetation management) and
EVM (enhanced vegetation management). Though work verification in both
programs have the same goals, each has their own unique criteria. For
Defined Scope, I'm looking for 1) any trees that could encroach on required
powerline clearances before for the next time inspectors come through

(approx. 6 months) and 2) checking any trees with strike potential for defects
that compromises the tree's structural integrity (fungal infection, root damage,
severe lean, etc.). If I find a tree that meets the criteria, I map the tree in
ArcGIS Collector, flag it for follow up inspection, and continue on. While with
EVM, in addition to mapping trees that fail our compliance requirements, I
have to perform assessments on every single tree with strike potential, using
Survey123, regardless of the tree's health.

Lead Estimating Arborist (Distribution)

The overall purpose of my position is to be a point of contact between PG&E
and Davey Resource Group. I delegate field assignments to the estimating
arborists on my team, prioritize assignments based on urgency of the work,
and administer the workflow so that tags are completed in a timely manner and
fully documented.
I oversee vegetation management for PG&E system maintenance and
construction projects in Sonoma county. PG&E continually performs
maintenance, upgrades, and expands their facilities which can require
vegetation management to allow access to the facilities and/or to maintain
compliance with California state law. We will receive a list of projects, or tags,
from program managers that need to be completed by the end of the year,
I will then allot the tags to my arborists, who will inspect the site, assess the
scope of tree work needed, determine an estimate for the cost, and submit a
work request to a PG&E contracted tree trimming service who will fulfill the
work request. These tags are recorded in a master tracker spreadsheet which
is continually updated by me and the field arborists. After I receive confirmation
that work has been completed by our contracted tree crews, I review the
photos to ensure that the work was done to our specifications, and I submit
documentation to the appropriate PG&E clerks for closure.
In addition to our vegetation work around system maintenance, we will
frequently get special requests from other program managers, field engineers,
and foremen from PG&E and other contracted companies such as Rokstad
Power, Par Electric, Underground Construction, etc. These requests can vary;
some can be simple trimming requests for new poles being installed or service
lines being put underground, etc. Other requests involve future work being

considered but the managers need a sense of what, if any, vegetation work is
required, what the scope of that work would be, and the estimated cost; we as
arborists, provide that information for them.
Estimating Arborist (Transmission)

After becoming an EA, my first project was on pole clearance for transmission
towers and other structures. PG&E is looking to expand their vegetation
management on transmission structures, in addition to the transmission lines.
Drone crews from PG&E would identify points along the transmission line with
encroaching vegetation and we would investigate to see how close vegetation
was and prescribe work as needed. The goal was to maintain 10 feet of
clearance around structures, from ground to sky, as well as 5 feet around any
guy supporting wires. This required regular travel; locations were scattered in
Marin, Sonoma, Mendocino, and Lake counties. By the time I transferred to EA
distribution, we had gotten a full month ahead of schedule.
Consulting Utility Forester
March 2019 - April 2020 (1 year 2 months)

As a Consulting Utility Forester, I am responsible for inspecting and mitigating
hazardous vegetation along utilities on behalf of our client, PG&E. Our goal
is to prevent disruption in service, to PG&E customers, as well as limiting the
risk of wildfire to customers homes and property. I have inspected in a variety
of environments, ranging from urban, residential, to open space; each with
their own unique challenges. My position also requires regular contact with
private landowners, some of whom do not have a favorable opinion of PG&E,
justifying the necessity of our work and negotiating enhanced vegetation
management when necessary.
Marin County Parks and Open Spaces
Natural Resource Seasonal Assistant
February 2018 - November 2018 (10 months)

•Contributed to county-wide efforts to extirpate invasive plant species posing
ecological and economical risk to the 16,000 acres of open space managed by

Marin County. Used a variety of tools and techniques, including gas-powered
tools and propane torches for control burns. Was personally responsible for
overseeing efforts to reduce and control invasive Yellow Star-Thistle at the
Mount Burdell Open Space Preserve.
•Working alongside Marin County Fire crews, helped clear dense stands
of exotic Acacia trees from the Old St. Hillary preserve to reduce fire risk
presented to residential areas in Tiburon. Utilized gas-powered chainsaws
to clear above-ground vegetation, while herbicide was applied to stumps to
prevent regrowth. Assisted with similar projects at the Ring Mountain and
Sleepy Hollow/Terra Linda preserves to mitigate wildfire risk to residential
areas.
•Contributed to animal burrow surveys for trail maintenance projects and
catalogued photos for the Marin Wildlife Picture Index, recording the diversity
and abundance of wildlife in the public lands surrounding Mount Tam.

Protected habitat restoration sites from reintroduction of harmful exotic
plant species, specifically Panic Veldtgrass, on federal land in the Stinson-
Bolinas region. Any invasive grasses found were removed and the infested
area covered with weed-free straw to act as mulch, preventing seeds from
accessing bare soil.

Provided a comprehensive assessment of forest diversity and health to
the U.S. Fish & Wildlife Service. Collected data with research team from
400 sites across the Deep Fork National Wildlife Refuge, recording tree
species richness, abundance, and health from the understory to the overstory.
Analysis using specialized statistical software (SPSS, R, and Canoco 5) found
the bottomland hardwood forests of the refuge to be in good ecological health
with abundant regeneration of desired tree species. Proceeded to create digital
maps in ArcGIS showing regional variation in species diversity, as well as

I’m deeply involved in the San Rafael community across a number of areas that reflect my commitment to safety, inclusion, and
service. Currently, I serve as the Chairperson of the same PAAC, where I help facilitate local collaboration and civic engagement. I
volunteer regularly in community clean-up efforts and have helped host various neighborhood events to strengthen local connection.
As a board member at our local interfaith organization and an active member of the Baha'i Faith community, I advocate for unity and
understanding among all faiths and cultures.
I’m also passionate about supporting our most vulnerable neighbors particularly the unhoused and underserved populations in San
Rafael and work as a vocal advocate for their needs. Beyond these roles, I’m a proud father of two daughters, and that inspires my
ongoing dedication to youth safety and prioritizing access to quality education for every child. I even find time to stay active as a
member of a local rugby club, which gives me another way to build relationships and promote teamwork in the community.

I’m seeking to serve another term because I believe my work in San Rafael is far from finished. My first term ends in October, and
while it’s been meaningful, I’m committed to continuing the journey and creating lasting impact. I want to strengthen public safety,
foster deeper partnerships across neighborhoods, and ensure every voice especially those from underserved and marginalized
communities is heard and valued by our city’s decision makers.
I’m driven by a deep sense of accountability and want to see our city’s duties carried out with integrity and respect for our shared
values. In this next chapter, I’ll continue to advocate for collaboration and unity, and offer calm support to communities of color facing
challenges like immigration crackdowns and racial profiling. My goal is to be a bridge a voice of compassion and a steadfast partner
who helps ensure equity, responsibility, and connection are at the heart of our civic work.

At the same time, I encourage our broader community to actively engage and cooperate, recognizing that safety and progress are

Duties Summary
Through our Community Alternative Response & Engagement (CARE) homeless outreach teams,
we offer vital support and assistance to unhoused people throughout Marin County. We are often
the first point of contact for people experiencing homelessness. We find people in need of service
and help them in simple ways like wellness checks, bringing people food, socks or sleeping bags,
or transportation to a detox center, homeless shelter, or hospital, until they are receptive to
accessing services. Encounters can take place over many months or even years. Once trust has
been built, we connect people in need with mental health services, housing programs and other
supports on the path to becoming housed and stabilized. We work to successfully transition
clients to mental health and other supportive services, housing programs, and permanent housing.
We work with an end-goal of successfully transitioning homeless clients to a system of care,
mental health services, housing programs like the County’s Odyssey program, and permanent
housing.
Our teams are staffed by trained Peer Case Managers includes people who have personal lived
experience of mental health, homelessness, substance abuse, or incarceration. They bring an
invaluable first-hand experience of their own struggles on the street and are trained to intervene
with people suffering from mental illness or intoxication. I managed 8 of them as full-time staff,
age range from 22 – 64 years old, different background, different values, and work ethics, but we
find common ground, accept our differences in opinions and approaches and work as one team.
I bring stakeholders together from Faith base communities to Local Authorities, Non-Profit
organizations and independent community groups of volunteers and folks who just wanted to
help. I participate in local and national meetings/conferences representing the Agency as well as
my Team. I do anything that will benefit my Team, Safety and Self Care a priority as well.
Together as a team, we sign folks up for CalFresh, Social Security, ID card, getting their Birth
Certificate, apply and find them housing, set up doctor’s appointments, I sign people up for Medi-
Cal, all these different processes and more.
I also make schedule for the team, prepare quarterly reports, monthly logs, financial reports, and
assist the Data Analysis Team with Reports to Donors and County Contracts. I also performed
other duties required by my supervisors.

While living in San Rafael for the past 3 years I have worked with helping the unhoused population. I volunteer for Legal Aid of Marin
helping the unhoused population fill out community court intakes at the Saint Vincent DePaul self help desk on Wednesdays when
needed. I am also Co-Chair of the Marin County Lived Experienced Advisory Board (MC-LEAB) and our board has a booth at the
quarterly Seeds of Hope event for the unhoused at the San Rafael Community Center. At the Seeds of Hope we hand out multiple coat
racks of gently used clothes at the event. Our advisory board has also met with San Rafael city staff on numerous occasions and we
offer feedback and advice on ways to improve homelessness in San Rafael as well as the sanctioned camp at the Mahon Creek Path.

I have a few reasons for wanting to serve on the Police Advisory & Accountability Committee (PAAC). One of the reasons I want to
join is to be a conduit and voice for those who are impacted by the San Rafael Police Department (SRPD). I am in firm belief that
listening and voicing the concerns and advice of marginalized and underrepresented communities in San Rafael is paramount to
building a strong, effective Police Advisory & Accountability Committee (PAAC). Another reason is to ensure that SRPD is
accountable and that there is transparency within SRPD. I think those two qualities are vital for a police department in gaining trust
with the public. I also believe I have I have the experience to build the bridge to fostering a positive partnership with SRPD. Over the
last 5 years I have worked with city staff, council members, supervisors and police departments on improving homelessness across
Marin. I’m confident I can do the same good work as a member of the PAAC.

Well, to be honest, I have to believe one of the main reasons the city created the PAAC was due to arrest of Julio Jimenez Lopez and
the subsequent use of force charges that were filed on two San Rafael police officers. The perception of law enforcement, based on
this incident, within the community of San Rafael (including myself) was not good. The Profiling and Identity Act (RIPA) data in San
Rafael shows that there is over policing in minority communities which is not unique because the same could be said with all law
enforcement agencies across the country. Still, I think that there could be improvements made within SRPD that can help change the
course. I fully believe that police are essential and needed in society even when there are in fact bad cops on the force. Again,
accountability, transparency, listening and working with the community can help build trust with the public despite of this.
