TOPIC: ANGLE STREET PARKING ON A PORTION OF FIFTH AVENUE NEAR SUN VALLEY
ELEMENTARY SCHOOL
SUBJECT: RESOLUTION AUTHORIZING ANGLED PARKING ALONG A PORTION OF FIFTH
AVENUE BETWEEN RIVER OAKS ROAD AND HAPPY LANE; CEQA
DETERMINATION: EXEMPT PURSUANT TO CEQA GUIDELINE SECTIONS
15060(c)(3)
RECOMMENDATION:
Staff recommends that the City Council adopt a Resolution establishing angle parking along a portion of
Fifth Avenue between River Oaks Road and Happy Lane.
BACKGROUND:
San Rafael City Schools contacted the City of San Rafael Department of Public Works Engineering staff
regarding the establishment of angled parking along a portion of Fifth Avenue near the intersection of
River Oaks Road. The School District noted that school staff currently utilize on-street parking near the
school, so the limited on-site parking spaces are available for school use. The angled parking request is
part of their “Safe Route to School” improvements and an effort to formalize the existing parking
configuration.
ANALYSIS:
Section 5.40.060(c) of the San Rafael Municipal Code states that “Angle parking shall be permitted upon
those streets and parts of streets authorized by resolution of the city council.” Staff reviewed the request
for the angled parking zone and recommends the establishment of the “angle parking” zone.
The angled parking zone recommended to be established is described as follows:
Fifth Avenue, along the northerly curb face, between River Oaks Road and Happy Lane, beginning 28
linear feet east of the intersection and continuing 63 linear feet.

The angled parking along a portion of Fifth Avenue between River Oaks Road and Happy Lane will result
in 6 angled parking spaces. Vehicles currently use the area for angled parking. Formally striping the
spaces will ensure compliance with parking space standards; therefore, ensuring the area is properly
utilized and improve circulation on Fifth Ave.
COMMUNITY OUTREACH:
The design was presented at a Bicycle and Pedestrian Committee (BPAC) meeting on October 1, 2025.
The BPAC had no objections to the proposed design.
ENVIRONMENTAL DETERMINATION:
The activity is not a “Project” as defined under Section 15378 of the California Environmental Quality Act
State Guidelines; therefore, pursuant to State Guidelines Section 15060(c)(3), no environmental review
is required.
FISCAL IMPACT:
There is no fiscal impact to the City from adopting this resolution. San Rafael City Schools will stripe the
parking stalls.
OPTIONS:
The City Council has the following options to consider on this matter:
1.Adopt the resolution as presented.
2. Do not adopt the resolution and provide further direction to staff.
RECOMMENDED ACTION:
Staff recommends that the City Council adopt a Resolution establishing angle parking along a portion of
Fifth Avenue between River Oaks Road and Happy Lane.

RESOLUTION OF THE SAN RAFAEL CITY COUNCIL AUTHORIZING ANGLED PARKING
ALONG A PORTION OF FIFTH AVENUE BETWEEN RIVER OAKS ROAD AND HAPPY
LANE: EXEMPT PURSUANT TO CEQA GUIDELINE SECTIONS 15060(c)(3)
WHEREAS, San Rafael City Schools has requested that the City establish six angled
parking along a portion of Fifth Avenue between River Oaks Road and Happy Lane as part of
the School District’s “Safe Route to School” improvements to formalize the existing parking
configuration (“Project”) and
WHEREAS, it is in the best interest of the City of San Rafael to establish angle parking
on certain streets within the City and;
WHEREAS, the City of San Rafael traffic and engineering staff has reviewed and is
recommending the establishment of angle parking at the location described below; and
WHEREAS, the Project is exempt from environmental review pursuant to California
Environmental Quality Act Guidelines 15061(b)(3)
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SAN RAFAEL RESOLVES
that the above findings are true and correct and pursuant to section 5.40.060 of the San Rafael
Municipal Code, six angled parking spots shall be established at the following location:
Fifth Avenue, along the northerly curb face, between River Oaks Road and Happy Lane,
beginning 28 linear feet east of the intersection and continuing 63 linear feet.

was duly and regularly introduced and adopted at a regular meeting of the City Council of said
City on Monday, the 3rd day of November 2025, by the following vote, to wit:
