SAN RAFAEL CITY COUNCIL SPECIAL MEETING
THURSDAY, NOVEMBER 6, 2025 AT 5:00 P.M. – 7:00 P.M.

City Attorney Robert Epstein called the meeting to order at 5:02 p.m. All members of the City Council
were present except Councilmember Llorens Gulati.
City Attorney Robert Epstein made opening remarks.
SPECIAL MEETING
a. Listening Session and Informational Meeting Regarding the Potential Purchase of 350
Merrydale Road for Interim Shelter and Affordable Housing Projects
The purpose of this meeting is to provide information and receive community input regarding
the City’s potential purchase of 350 Merrydale Road for future interim shelter and affordable
housing projects. Members of the public are invited to share their comments directly with the
City Council. This meeting is intended as a listening session; no decisions will be made and no
formal action will be taken.
In compliance with the Brown Act, City Councilmembers will not engage in dialogue or respond
to questions during the meeting. However, staff will be available to provide factual information
and respond to general questions about the project. Additionally, community members may
submit comments by email to city.clerk@cityofsanrafael.org.
City Attorney Robert Epstein invited public comment.

ADJOURNMENT:
City Attorney Robert Epstein adjourned the meeting at 6:58 p.m.
