HomeMy WebLinkAboutPW San Rafael Traffic Signal System Consultant Support Services____________________________________________________________________________________ FOR CITY CLERK ONLY Council Meeting: December 1, 2025 Disposition: Resolution 15484 Agenda Item No: 4.e Meeting Date: December 1, 2025 SAN RAFAEL CITY COUNCIL AGENDA REPORT Department: Public Works Prepared by: Sayed Fakhry, City Traffic Engineer April Miller, Public Works Director City Manager Approval: ______________ TOPIC: SAN RAFAEL TRAFFIC SIGNAL SYSTEM CONSULTANT SUPPORT SERVICES SUBJECT: RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE A FIRST AMENDMENT TO TASK ORDER NO. 102 WITH ADVANCED MOBILITY GROUP FOR ADDITIONAL TRANSPORTATION DESIGN ENGINEERING SERVICES ASSOCIATED WITH ONGOING SUPPORT OF SAN RAFAEL’S TRAFFIC SIGNAL SYSTEM, IN THE AMOUNT NOT TO EXCEED $100,000, INCREASING THE TOTAL NOT TO EXCEED AMOUNT UNDER THE TASK ORDER TO $170,000 RECOMMENDATION: Staff recommends that the City Council adopt a resolution authorizing the City Manager to execute a first amendment to Task Order No. 102 with Advanced Mobility Group (AMG) for additional transportation design engineering services associated with ongoing support of San Rafael’s traffic signal system, in the amount not to exceed $100,000, increasing the total not-to-exceed amount under the task order to $170,000. BACKGROUND: A Service Level Agreement was executed between the City of San Rafael and Advanced Mobility Group (AMG) on March 13, 2024, for a duration of three (3) years. Task Order (TO) No. 102 for On-Going Support for City’s Traffic Signal System was executed on March 22, 2024, for a not-to-exceed amount of $70,000. The original task order amount of $70,0000 has been paid to AMG for various traffic signal services provided, and the funds have been depleted. Staff is requesting an amendment to task order No. 102 to increase the total not-to-exceed amount by $100,000. The additional services will include updating and improving traffic signal timing and coordination in the downtown area, as well as providing other signal system support. ANALYSIS: Due to the construction of new projects, changes in traffic patterns and traffic volumes in the downtown area, and emerging new Intelligent Transportation System (ITS) technologies, including better software, the City wants to update traffic signal timing and coordination in downtown corridors. City staff is also SAN RAFAEL CITY COUNCIL AGENDA REPORT / Page: 2 working with Sonoma-Marin Area Rail Transit (SMART) to explore how to reduce the impact of its crossings on intersections, reduce traffic delays and congestion, improve safety for all modes of transportation, and reduce impacts on air quality. AMG has worked in the past with the City and is familiar with San Rafael’s traffic signal system. Therefore, staff recommends amending the existing task order No. 102 with AMG (Attachment 2) to increase funds for studying the traffic signal system in downtown corridors and developing a plan to improve the signal coordination. FISCAL IMPACT: The Fiscal Year 2025-26 Budget approved by the City Council on June 2, 2025, includes appropriations totaling $400,000 within the Traffic Mitigation Fee Fund (#246) for an intelligent transportation system. This amendment to Task Order No. 102 will be supported by funding provided through those appropriations. OPTIONS: The City Council has the following options to consider in this matter: 1.Adopt the resolution as presented. 2.Do not adopt the resolution and provide further direction to staff. RECOMMENDED ACTION: Staff recommends that the City Council adopt a resolution authorizing the City Manager to execute a first amendment to Task Order No. 102 with Advanced Mobility Group for additional transportation design engineering services associated with ongoing support of San Rafael’s traffic signal system, in the amount not to exceed $100,000, increasing the total not-to-exceed amount under the task order to $170,000. Resolution – First Amendment to Task Order No. 102 with Advanced Mobility Group 2.First Amendment to Task Order No. 102 with Advanced Mobility Group RESOLUTION NO. 15484 RESOLUTION OF THE SAN RAFAEL CITY COUNCIL AUTHORIZING THE CITY MANAGER TO EXECUTE A FIRST AMENDMENT TO TASK ORDER NO. 102 WITH ADVANCED MOBILITY GROUP FOR ADDITIONAL TRANSPORTATION DESIGN ENGINEERING SERVICES ASSOCIATED WITH ONGOING SUPPORT OF SAN RAFAEL’S TRAFFIC SIGNAL SYSTEM, IN THE AMOUNT NOT TO EXCEED $100,000, INCREASING THE TOTAL NOT TO EXCEED AMOUNT UNDER THE TASK ORDER TO $170,000 WHEREAS, the City of San Rafael (“City”) entered into a Service Level Agreement dated March 13, 2024, with Advanced Mobility Group (“AMG”) for transportation design engineering services; and WHEREAS, the term of said agreement is for three (3) years; and WHEREAS, Task Order No. 102 was executed on March 22, 2024, for ongoing support of San Rafael’s traffic signal system in the amount not to exceed $70,000; and WHEREAS, the City of San Rafael requires additional transportation design engineering services from AMG for updating and improving signal timing and coordination in the downtown area and providing other signal system support services; and WHEREAS, staff received a proposal from AMG for said services in a total amount not to exceed $100,000; and WHEREAS, staff has reviewed the proposal and found it to be complete and within industry standards; and WHEREAS, the current Fiscal Year (FY) 2025-26 budget approved by the City Council on June 2, 2025, includes appropriations totaling $400,000 within the Traffic Mitigation Fee Fund (#246) for an intelligent transportation system. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SAN RAFAEL RESOLVES as follows: 1. The City Manager is hereby authorized to execute a First Amendment to Task Order No. 102 with AMG for additional transportation design engineering services in the amount of $100,000 for a total task order amount of $170,000 in a form approved by the City Attorney. 2. The Director of Public Works or designee is hereby authorized to take any and all such actions and make changes as may be necessary to accomplish the purpose of this resolution.
