SCOPE OF WORK AMENDED
The Parties hereby agree to amend the Scope of Work to add the following work:
1. Additional or Amended Services:
Based on the Contractor’s proposal submitted on November 17, 2025, Contractor
shall perform the following:
AMG will review existing coordination plans and develop optimized signal timing
coordination plans for 32 intersections along 4 key corridors in downtown San Rafael :
Task 1 – Project Management: AMG will schedule a kick-off meeting with the City
to clearly identify and discuss the scope, schedule, and budget for this project.
Throughout the project duration, AMG will continue to set up and manage regular bi-
weekly progress meetings with City staff to ensure alignment on project goals and
timelines. Our team will perform comprehensive Quality Assurance and Quality Control
(QA/QC) prior to each milestone submittal and ensure conformance to City standards.
Regular budget monitoring will be conducted with monthly invoices submitted in a
timely manner.
Task 2 – Data Collection: AMG will export the existing signal timing plans from
the City's Centracs software for all 32 study intersections and conduct a thorough
review of current operations. AMG will collect comprehensive historical turning
movement counts from the City's Miovision SPM webpage to establish baseline traffic
patterns. Our team will carefully select data from typical weekdays when schools were
in session and from weekends that had no planned events or construction activities to
ensure the data accurately represents n ormal traffic conditions. This meticulous
approach to data collection will provide a solid foundation for our analysis and
recommendations.

Task 3 – Existing Conditions Analysis: Upon completion of data collection, AMG
will create scaled existing Synchro traffic simulation models for all study peak periods.
These models will be meticulously calibrated to reasonably reflect existing conditions,
with parameters including lane geometr y, turning movement restrictions, speed, queue
lengths, volume settings, and existing signal timings and phasing. As part of our
comprehensive analysis, AMG will review existing minimum timing parameters such as
minimum green intervals for vehicles and bicycles, yellow clearance, all-red intervals,
walk and flashing don't walk (FDW) intervals. AMG will identify locations that will benefit
from Leading Pedestrian Interval (LPI) implementation based on existing pedestrian
demands and safety considerations. All timing parameters will be assessed for
adequateness and consistency with the latest Californ ia Manual on Uniform Traffic
Control Devices (CA MUTCD) for all study intersections.
Task 4 – Develop Recommended Signal Coordination Plan: Upon thorough
review of minimum timing parameters, AMG will utilize Synchro models for
development of proposed coordination plans for all peak periods and project corridors.
Based on the natural cycle lengths of the intersections in the network, AMG will
determine optimal cycle lengths for the project signals. AMG will carefully adjust splits,
offsets, and phasing sequences to provide directional progression bands throughout
each corridor. The recommended timing plans will be tailored to accommodate
proposed minimum timing parameters and existing traffic volumes with minimal side
street impact. Following development, AMG will implement the recommended
coordination timing plans at all study intersections through the City's Centracs software
system.
Task 5 – Fine Tuning Field Work: Following deployment of the initial coordination
plans, the AMG team will conduct comprehensive fine -tuning through in-person field
visits. Our engineers will drive along each corridor to observe traffic flow and make
necessary adjustments to offsets, splits, signal phasing, and/or cycle lengths in real-
time. To quantify improvements, AMG will conduct a minimum of six "Before" and
"After" travel time runs utilizing the WaySync application, a web and mobile-based
signal coordination tool that efficiently collects travel time data in the field and facilitates
improvements to traffic progression. This hands -on approach ensures that theoretical
timing plans translate effectively to real-world conditions, with adjustments made on-site
to address any unforeseen operational issues.

Task 6 – Before and After Study Report: AMG will prepare a detailed study
report summarizing the results of our signal timing optimization effort. This report will
document the before and after travel time runs for each corridor and peak period,
providing a clear comparison between existing coor dination timing operation and the
proposed coordinated timing operations. AMG will quantify operational improvements
including reduced travel times, decreased stops, and improved level of service where
applicable. All findings will be presented in a clear, concise format with appropriate
graphics and data visualizations to effectively communicate the benefits achieved
through the project.
Task 7 – On-Going Technical Support: AMG will provide on-going technical and
transportation support to assist the City in managing its traffic signal system. Each subtask will
be reviewed and approved by City staff before work begins. The anticipated subtasks are
summarized below:
Scheduling bi-weekly coordination meetings with City staff to discuss signal system
operations and related topics.
Monitoring traffic signal coordination and progression on all corridors connected to the City’s
Centracs system, and recommending timing updates for all peak periods as needed. AMG will
also monitor, identify, and report detection failures through Centracs.
Preparing new traffic signal timing plans and updating existing plans upon City request and
assisting with remote implementation of timing updates through Centracs.
Reviewing minimum timing parameters and evaluating locations that may be appropriate for
features such as Leading Pedestrian Intervals and volume -density settings (e.g., vehicle
extension, minimum gap) to ensure consistency with th e latest CA MUTCD and City standards.
Responding to signal-related resident concerns, identifying root causes, and assisting with
implementing recommended operational adjustments.
Reviewing intersection health and proactively monitoring performance using Miovision
TrafficLink to identify operational issues, reduce congestion, and improve safety.
Retrieving and analyzing Miovision turning -movement counts to assess pedestrian and
bicycle activity, Average Daily Traffic, peak periods, coordinated phases, and vehicle
classifications.
Coordinating with Econolite on Centracs system issues, software updates, and
troubleshooting needs.
Preparing work orders for intersection safety improvements as requested by the City.
Preparing intersection safety analysis memoranda upon City request.
Reviewing signal timing plans and signal improvement plans upon City request.
Reviewing SMART crossing schedules and associated signal timing.

Dear Mr. Fakhry,
Advanced Mobility Group (AMG) is pleased to submit this proposal to provide professional
services for signal timing coordination and on-going support for the City of San Rafael's traffic
signal system. The scope of work is outlined below.

LEVEL OF EFFORT
The level of effort for providing signal timing coordination plans for 32 intersections and on-

Electronic Record and Signature Disclosure
ELECTRONIC RECORD AND SIGNATURE DISCLOSURE
From time to time, City of San Rafael (we, us or Company) may be required by law to provide to you certain written
notices or disclosures. Described below are the terms and conditions for providing to you such notices and disclosures
electronically through the DocuSign system. Please read the information below carefully and thoroughly, and if you can
access this information electronically to your satisfaction and agree to this Electronic Record and Signature Disclosure
(ERSD), please confirm your agreement by selecting the check-box next to ‘I agree to use electronic records and
signatures’ before clicking ‘CONTINUE’ within the DocuSign system.
Getting paper copies
At any time, you may request from us a paper copy of any record provided or made available electronically to you by us.
You will have the ability to download and print documents we send to you through the DocuSign system during and
immediately after the signing session and, if you elect to create a DocuSign account, you may access the documents for a
limited period of time (usually 30 days) after such documents are first sent to you. After such time, if you wish for us to
send you paper copies of any such documents from our office to you, you will be charged a $0.00 per-page fee. You may
request delivery of such paper copies from us by following the procedure described below.
Withdrawing your consent
If you decide to receive notices and disclosures from us electronically, you may at any time change your mind and tell us
that thereafter you want to receive required notices and disclosures only in paper format. How you must inform us of your
decision to receive future notices and disclosure in paper format and withdraw your consent to receive notices and
disclosures electronically is described below.
Consequences of changing your mind
If you elect to receive required notices and disclosures only in paper format, it will slow the speed at which we can
complete certain steps in transactions with you and delivering services to you because we will need first to send the
required notices or disclosures to you in paper format, and then wait until we receive back from you your
acknowledgment of your receipt of such paper notices or disclosures. Further, you will no longer be able to use the
DocuSign system to receive required notices and consents electronically from us or to sign electronically documents from
us.
All notices and disclosures will be sent to you electronically
Unless you tell us otherwise in accordance with the procedures described herein, we will provide electronically to you
through the DocuSign system all required notices, disclosures, authorizations, acknowledgements, and other documents
that are required to be provided or made available to you during the course of our relationship with you. To reduce the
chance of you inadvertently not receiving any notice or disclosure, we prefer to provide all of the required notices and
disclosures to you by the same method and to the same address that you have given us. Thus, you can receive all the
disclosures and notices electronically or in paper format through the paper mail delivery system. If you do not agree with
this process, please let us know as described below. Please also see the paragraph immediately above that describes the
consequences of your electing not to receive delivery of the notices and disclosures electronically from us.
How to contact City of San Rafael:
You may contact us to let us know of your changes as to how we may contact you electronically, to request paper copies
of certain information from us, and to withdraw your prior consent to receive notices and disclosures electronically as

To advise City of San Rafael of your new email address
To let us know of a change in your email address where we should send notices and disclosures electronically to you, you
must send an email message to us at city.clerk@cityofsanrafael.org and in the body of such request you must state: your

previous email address, your new email address. We do not require any other information from you to change your email
address.
If you created a DocuSign account, you may update it with your new email address through your account preferences.
To request paper copies from City of San Rafael
To request delivery from us of paper copies of the notices and disclosures previously provided by us to you electronically,
you must send us an email to city.clerk@cityofsanrafael.org and in the body of such request you must state your email
address, full name, mailing address, and telephone number. We will bill you for any fees at that time, if any.
To withdraw your consent with City of San Rafael
To inform us that you no longer wish to receive future notices and disclosures in electronic format you may:
i. decline to sign a document from within your signing session, and on the subsequent page, select the check-box
indicating you wish to withdraw your consent, or you may;
ii. send us an email to city.clerk@cityofsanrafael.org and in the body of such request you must state your email, full name,
mailing address, and telephone number. We do not need any other information from you to withdraw consent.. The
consequences of your withdrawing consent for online documents will be that transactions may take a longer time to
process..
Required hardware and software
The minimum system requirements for using the DocuSign system may change over time. The current system
requirements are found here: https://support.docusign.com/guides/signer-guide-signing-system-requirements.
Acknowledging your access and consent to receive and sign documents electronically
To confirm to us that you can access this information electronically, which will be similar to other electronic notices and
disclosures that we will provide to you, please confirm that you have read this ERSD, and (i) that you are able to print on
paper or electronically save this ERSD for your future reference and access; or (ii) that you are able to email this ERSD to
an email address where you will be able to print on paper or save it for your future reference and access. Further, if you
consent to receiving notices and disclosures exclusively in electronic format as described herein, then select the check-
box next to ‘I agree to use electronic records and signatures’ before clicking ‘CONTINUE’ within the DocuSign system.
By selecting the check-box next to ‘I agree to use electronic records and signatures’, you confirm that:
You can access and read this Electronic Record and Signature Disclosure; and
You can print on paper this Electronic Record and Signature Disclosure, or save or send this Electronic Record and
Disclosure to a location where you can print it, for future reference and access; and
Until or unless you notify City of San Rafael as described above, you consent to receive exclusively through
electronic means all notices, disclosures, authorizations, acknowledgements, and other documents that are required
to be provided or made available to you by City of San Rafael during the course of your relationship with City of
San Rafael.
