Purpose of the Agreement
•Support local business engagement and economic vitality.
•Clarify the roles of the City, Business Improvement District (BID), and the San Rafael Chamber of Commerce (Chamber)
Background
•The City and Chamber have a longstanding partnership supporting local businesses.
•Most recent agreement was a two-year agreement authorized in May 2023.
•Improve operational efficiencies
•Strengthen strategic partnerships between the City, Chamber, and BID

•Business Outreach and Advocacy
•Homelessness Liaison Support
•Business Sentiment Survey
•Targeted Support Program
•Annual Report
•District Management and Enhancement Services
Fiscal Impact
•Agreement is not-to-exceed $140,000
•BID Assessment: $65,000
•Funds may only be used for businesses/services in the BID boundary
•General Fund: $75,000
•Funds may be used for services within the BID boundary and citywide
Recommendation
•Staff recommends that the City Council adopt a resolution authorizing the City Manager to negotiate and execute a one-year agreement with the San Rafael Chamber of Commerce in an amount not to exceed $140,000.
