HomeMy WebLinkAboutPW Annual CalRecycle Grant____________________________________________________________________________________ FOR CITY CLERK ONLY Council Meeting: December 15, 2025 Disposition: Resolution 15488 Agenda Item No: 2.e Meeting Date: December 15, 2025 SAN RAFAEL CITY COUNCIL AGENDA REPORT Department: Public Works Prepared by: Shannon Mackle, Administrative Analyst City Manager Approval: ______________ TOPIC: ANNUAL CALRECYCLE GRANT SUBJECT: RESOLUTION OF THE CITY COUNCIL OF SAN RAFAEL AUTHORIZING SUBMITTAL OF AN APPLICATION FOR ALL CALRECYCLE GRANTS FOR WHICH THE CITY OF SAN RAFAEL IS ELIGIBLE RECOMMENDATION: Staff recommends that the City Council adopt a resolution authorizing the submittal of an application for all California Department of Resources Recycling and Recovery’s (CalRecycle) grants for which the City of San Rafael is eligible. BACKGROUND: The City of San Rafael has participated in the California Department of Resources Recycling and Recovery’s (CalRecycle) grant program since fiscal year (FY) 1999-2000. The program seeks to achieve an 80% recycling rate for all California Refund Value (CRV) beverage containers collected from City streets, parks, and other public spaces. To achieve this, the Department of Public Works crews and our contractors collect debris, including beverage containers and related materials, for transport to the Marin Resource Recovery Center on Jacoby Street. Recycling center personnel weigh and process the material and determine the percentage that can be recycled. On December 6, 2021, the City Council adopted a resolution authorizing the submission of applications for CalRecycle grants for a period of five years and authorizing the City Manager to execute all grant- related documents. ANALYSIS: As the current grant cycle is expiring, CalRecycle requires the City Council's authorization to submit the CalRecycle grant applications to the State of California. The attached resolution would authorize the City to submit grant applications for a period of five years and would authorize the City Manager to execute all grant-related documents for such applications. SAN RAFAEL CITY COUNCIL AGENDA REPORT / Page: 2 FISCAL IMPACT: Based on a per capita formula, CalRecycle has paid the City approximately $15,000 per year since FY 1999-00. For FY 2025-26, the City will receive $15,091 to support the City’s litter collection and disposal. This funding is included in the approved FY2025-26 budget (General Fund). Specifically, this annual grant funds the contract with the Conservation Corps of the North Bay to collect recyclable materials from City parks and remove litter. OPTIONS: The City Council has the following options to consider on this matter: 1.Accept the report and adopt the Resolution as recommended; 2.Adopt resolution with modifications; or 3.Reject the report and do not accept the Resolution. RECOMMENDED ACTION: Staff recommends that the City Council adopt a resolution authorizing the submittal of an application for all California Department of Resources Recycling and Recovery’s (CalRecycle) grants for which the City of San Rafael is eligible. ATTACHMENTS: 1.Resolution Authorizing Submittal of an Application for All CalRecycle Grants for Which the City of San Rafael is Eligible RESOLUTION NO. 15488 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN RAFAEL AUTHORIZING SUBMITTAL OF AN APPLICATION FOR ALL CALRECYCLE GRANTS FOR WHICH THE CITY OF SAN RAFAEL IS ELIGIBLE WHEREAS, Public Resources Code sections 48000 et seq. authorize the Department of Resources Recycling and Recovery (CalRecycle) to administer various grant programs (grants) in furtherance of the State of California’s (state) efforts to reduce, recycle, and reuse solid waste generated in the state, thereby preserving landfill capacity and protecting public health and safety and the environment; and WHEREAS, in furtherance of this authority, CalRecycle is required to establish procedures governing the application, awarding, and management of the grants; and WHEREAS, CalRecycle grant application procedures require, among other things, an applicant’s governing body to declare by resolution certain authorizations related to the administration of CalRecycle grants; NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of San Rafael authorizes the submittal of application(s) to CalRecycle for its Beverage Container Recycling City/County Payment Program; and BE IT FURTHER RESOLVED that the City Manager or his/her designee is hereby authorized and empowered to execute in the name of the City of San Rafael all grant documents, including but not limited to applications, agreements, amendments, and requests for payment, necessary to secure grant funds and implement the approved grant project; and BE IT FURTHER RESOLVED that these authorizations are effective five (5) years from the date of adoption of this resolution.
