SUBJECT: Resolution of Appreciation Accepting the Recommendation of the San Rafael Park and
Recreation Commission to Rename Shoreline Park to "The Jean and John Starkweather Shoreline Park."
RECOMMENDATION: Staff recommends the City Council approve the Resolution.
BACKGROUND: Jean and John Starkweather have been instrumental in environmental education and
preservation since settling in Terra Linda in the 1950's. They have been tireless volunteers on City and
County Commissions, non -profits and other organizations to achieve a balance of open space, preserved
habitat and recreation areas in San Rafael and beyond. In particular, the Starkweathers have
championed the preservation of San Rafael's shoreline ban. They campaigned for it's phased
development as a park and wildlife preserve, participated in the master plan process in the early 1980's,
and formulated partnerships and funding plans for the public segment developments. Jean continues
today to encourage visitors to experience Shoreline Park for bird counts, wildlife observation, and
community clean up days. She serves as an expert resource for the cohesive completion of the Park.
The Park and Recreation Commission at their April meeting voted to recognize Jean and John
Starkweather for their contributions to the balanced development of San Rafael over the last 50 years,
and in particular for their devotion to Shoreline Park.
ANALYSIS: Of the eighteen San Rafael Parks, some are named for location, some for neighborhoods,
and others for contributors. The title "Jean and John Starkweather Shoreline Park" will honor the
contributions of the Starkweathers, and identify the location of San Rafael's premiere public bay front
access.
FISCAL IMPACT: The name change will require the replacement of five park entry signs estimated to be
a cost of $2500 approximately.
OPTIONS: 1. Accept the recommendation to rename Shoreline Park
2. Consider a segment of the park for renaming
3. Reject the recommendation

THE CITY COUNCIL OF THE CITY OF SAN RAFAEL RESOLVES as follows:
WHEREAS most San Rafael City Parks are named for the neighborhoods which they serve — Gerstle, Sun Valley,
Terra Linda, Peacock, Santa Margarita, some for location — Beach, Shoreline, others are named for the benefactors
that gifted the land for public use — Albert, Freitas, Boyd and some recognize those who contributed to certain parks
— Barbier, Victor Jones, Schoen, Munson; and
WHEREAS, there is one park in the San Rafael system that is the recipient of extraordinary commitment to
preservation and improvement on behalf of two, 50 -year residents, Jean and John Starkweather; and
WHEREAS, the Starkweathers were instrumental in every phase of preservation of the San Rafael shoreline from
campaigning to save the land, to forging a development plan that moves in feasible increments, to spearheading
fundraising and partnerships for the development of each public segment of Shoreline Park; and
WHEREAS, the Starkweathers for many years have led hikers at water's edge, organized volunteers in clean up
projects, and been catalysts for volunteer bird and wildlife counts; and
WHEREAS, from restoring natural wildlife habitat to installing landscape, bike trails and benches, the energy and
dedication of Jean and John Starkweather has provided San Rafael with a bay front park of major bay area
significance; and
WHEREAS, by unanimous vote, the San Rafael Park and Recreation Commission recommends to the City Council
that the heretofore named Shoreline Park be renamed the "Jean and John Starkweather Shoreline Park" to
commemorate Jean and John's invaluable foresight, diligence and untiring efforts, as the guardian angels of parks,
wildlife habitat and open space in and around the City of San Rafael, in facilitating the creation, development,
maintenance and preservation of such invaluable lands in perpetuity for the enjoyment of present and future
generations of residents of the City of San Rafael and of the County of Marin.
NOW THEREFORE BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF SAN RAFAEL
APPRECIATES THE CONTRIBUTIONS OF JEAN AND JOHN STARKWEATHER AND ACCEPTS THE
RECOMMENDATION OF THE PARK AND RECREATION COMMISSION TO RENAME SHORELINE
PARK, "THE JEAN AND JOHN STARKWEATHER SHORELINE PARK."
