SUBJECT:
Adoption of the Resolution accepting a grant to the San Rafael Fire Department from Kaiser Hospital in
the amount of $137,500 and authorizing placement of the donation into a special fund for the purchase of
four (4) 12 lead heart monitors, plus consumables and maintenance.
BACKGROUND:
Emergency medicine is a constantly changing environment in which each medical emergency presents
unique circumstances to which our paramedics must innovate and adapt under very specific protocols.
These protocols are established by the Marin County Health Officer. As field experience is gained
operational changes are made to hospital emergency department procedures creating the need for new
or upgraded equipment and revised protocols. The Fire Department has had and continues to have a
very close, productive and positive relationship with Kaiser Hospital San Rafael. Kaiser Emergency
Department physician Dr. Vickie Martinez serves as the Medical Director and Kaiser Nurse Liz
Froneberger serves as the Continuous Quality Improvement Evaluator and Trainer for San Rafael Fire
Department emergency responders.
Recently the need and benefits of emergency angioplasty were identified and as a result Kaiser Hospital
is in the process of completing the development of a cardiac catheterization lab which will be prepared to
carry out emergency angioplasty in Kaiser San Rafael. In order to accomplish effective emergency
angioplasty the hospital needs very specific patient information obtained from new heart monitors to be
used by paramedics for patients.
Each 12 lead heart monitor costs approximately $25,000 plus consumables and maintenance. Kaiser
Hospital recognized our need for these monitors and our current inability to purchase them, As a result,
Dr. Martinez facilitated a grant for $137,500 to the San Rafael Fire Department to purchase four 12 lead
monitors as well as sufficient consumables and carry out maintenance for one year.
RECOMMENDATION:
Adopt the Resolution accepting a grant to the San Rafael Fire Department from Kaiser Hospital in the
amount of $137,500 and authorizing placement of the donation into a special fund for the purchase of four
(4) 12 lead heart monitors, plus consumables and maintenance.

as request came up after Agenda was posted.

ANALYSIS:
The monitors to be purchased from grant funds will help save the life of heart attack victims as well as
reduce patient trauma, eliminating in many cases, and the need for major heart surgery. The monitors
will increase training requirements for fire department personnel by approximately 24 hours annually.
FISCAL IMPACT:
No Fiscal Impact for the first year of operation. Each year an expenditure of approximately $1,000 for
consumables and $1,400 for maintenance will be required. Most consumables will be recovered through
patient billing.
OPTIONS:
Do not accept the grant.
ACTION REQUIRED:
Adopt the Resolution accepting a grant to the San Rafael Fire Department from Kaiser Hospital in the

RESOLUTION NO. 11881
A RESOLUTION OF THE SAN RAFAEL CITY COUNCIL ACCEPTING A
GRANT TO THE SAN RAFAEL FIRE DEPARTMENT FROM KAISER
HOSPITAL IN THE AMOUNT OF $137,500 AND AUTHORIZING PLACEMENT
OF THE DONATION INTO A SPECIAL FUND FOR THE PURCHASE FOUR 12
LEAD HEART MONITORS, PLUS CONSUMABLES AND MAINTENANCE
WHEREAS, the San Rafael Fire Department provides paramedic service to
residents and visitors in the City of San Rafael under guidance of a Medical Director and
a Continuous Quality Improvement Officer; and
WHEREAS, the Fire Department and Kaiser Hospital have always had a long
standing and positive working relationship to assist the public in which Kaiser Hospital
Emergency Room Physician Dr. Vickie Martinez is the Medical Director and Kaiser
Emergency Room Nurse Liz Froneberger is the Continuous Quality Improvement Officer
and Medical Trainer for the City of San Rafael Fire Department; and
WHEREAS, emergency angioplasty has become a trusted alternative to
immediate heart surgery based upon the information provided by patient assessment from
paramedics using 12 lead heart monitors in the field; and
WHEREAS, Kaiser Hospital San Rafael is preparing to complete a cardiac
catheterization lab which will be prepared to carry out emergency angioplasty as an
alternative to surgery; and
WHEREAS, the heart monitors currently in use by the San Rafael Fire
Department do not have 12 lead capability; and
WHEREAS, the 12 lead heart monitors are extremely expensive and the City is
not currently in the position to fund them, therefore Kaiser Hospital is providing a Grant
of $137,500 to the City of San Rafael Fire Department to purchase four of these
specialized monitors with sufficient funds to maintain them for the first year.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
San Rafael accepts this Grant from Kaiser Hospital and authorizes the City Manager to
authorize a fund for the purchase of four 12 lead heart monitors plus consumable
equipment and maintenance.

Hospital to grant funding to the San Rafael Fire Department for the heart monitor purchase.
Kaiser Hospital approved the grant, awarding the San Rafael Fire Department $137,500 to
purchase four 12 lead heart monitors.
NOW THEREFORE, BE IT RESOLVED that the City Council of the City of San
Rafael hereby expresses its gratitude to Kaiser Hospital for its partnership and generosity to
provide a grant of $137,500 to purchase four 12 lead heart monitors for San Rafael Fire
Department Paramedics to help save lives and reduce trauma to its residents and visitors who
experience heart related medical emergencies.
