SAN RAFAEL CITY COUNCIL AGENDA REPORT / Page. 2 RGS (see Attachment B) was formed in 2001 to provide services to other public agencies. RGS provides staffing and employee benefits administration. Ms. Loomis would be an employee of RGS, which would provide her salary, health insurance, life and long term disability insurance, dental, vision, Medicare, workers' compensation, liability and unemployment insurance, auto and management allowances, and retirement contribution. The City would contract with RGS to provide the services of Ms. Loomis (see Attachment C). The initial term would be for a period of two years with extensions by mutual consent. RGS allows the City to purchase only the services/benefits needed, at the level needed, so as to mirror as closely as possible the benefits of a City of San Rafael Director -level employee while not creating negative impacts to Ms. Loomis' existing retirement. At the same time, the City will save just over 10% of the normal cost of a regular City Director of Human Resources employee. The official appointment of Ms. Loomis as the City's Director of Human Resources, as realized through this agreement with RGS, is particularly timely given the other Human Resources - related action on the Council's agenda. The Council, through a separate staff report, is being asked to approve the Human Resources Long Range Strategy. This Strategy is intended to bring the Department into the 21st Century in terms of policies, training, technology, etc. The Strategy will serve as a work plan for Ms. Loomis and her staff to improve this vital internal service in our organization. FISCAL IMPACT: The agreement with RGS would result in a savings of just over 10% of the normal costs of salary and benefits for the City's Director of Human Resources position. The position will be funded through multiple sources, including: the Worker's Compensation Fund, the Liability Fund, the Employee Benefits Fund, and the General Fund. As the intention is to mirror the City's Director positions as closely as possible, Ms. Loomis would receive any wage adjustments in the same manner of other City Directors. This cost is already included in the City's 2007-2008 Budget and requires no additional appropriations. • Approve the Resolution. • Deny or request changes to the appointment. • Direct staff to develop alternatives for directing the Human Resources functions. ATTACHMENTS: ATTACHMENT A: Resolution ATTACHMENT B: Regional Government Services JPA Information ATTACHMENT C: Agreement with RGS Wt It RESOLUTION 12324 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN RAFAEL AUTHORIZING THE CITY, MANAGER TO EXECUTE THE AGREEMENT WITH REGIONAL GOVERNMENT SERVICES AUT WHEREAS, over the past several years, the Human Resources Department has been evolving to reflect City needs and budget priorities; and WHEREAS, on November 6, 2006, the City Council approved an agreement with Leslie Loomis to provide Interim Human Resources Manager services while recruitment for a permanent position was conducted; and WHEREAS, on February 5, 2007, the Council approved a reorganization of the Human Resources Department which elevated the Human Resources Manager position to a Director level; and WHEREAS, Ms. Leslie Loomis emerged as the top candidate of a new recruitment conducted by Peckham and McKenney for the Director of Human Resources position; and WHEREAS, Regional Government Services is a Joint Powers Authority that was formed in 2001 to provide services to public agencies in the areas of staffing, employee benefits administration, and other consulting and project management services; and WHEREAS, the City wishes to utilize Regional Government Services to provide the services of Ms. Leslie Loomis as the City's Director of Human Resources. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SAN RAFAEL DOES RESOLVE, DETERMINE AND ORDER AS FOLLOWS: The CITY MANAGER is authorized to execute, on behalf of the City of San Rafael, an agreement with RGS to provide the Director of Human Resources position, a copy of which is hereby attached and by this reference made a part hereof. 1, Jeanne M.
