SUBJECT: ADOPT PLANS AND SPECIFICATIONS FOR THIRD AND UNION
IMPROVEMENT PROJECT, PROJECT #11025, AND AUTHORIZE THE CITY
CLERK TO CALL FOR BIDS.
RECOMMENDATION: Adopt Plans and Specifications.
BACKGROUND:
As part of the routine traffic monitoring, intersection analysis, signal inspection and responding to
requests from citizens, staff has analyzed the above intersections for traffic signal installation and
modification.
On June 16, 2003, the City Council adopted Resolution number 11340, and authorized the Director of
Public Works to enter into an agreement with Kimley-Horn & Associates to design the intersection
improvements for an amount not to exceed $77,000.00. The intersection improvement alternatives were
developed and presented to stake holders such Montecito Area Residents Association (MARA), Whole
Foods, and Montecito Shopping Center representatives, as well as many public hearings pertaining to
General Plan 2020, and private developments such as Village at Loch Lomond Marina in the past four
years. A preferred alternative was selected.
At a project discussion and site visit with Fire Department, they requested some of their driveway access
and fire hydrants be re -designed to improve the operation of Station Two. This project is very complex
and detailed utility relocation coordination is required. Because this is an older area of the City and not all
the utilities are accurately depicted in the available plans, staff concluded that the project design needed
to be updated and utility information updated by exploring beyond the conventional approach. During this
time, staff also concluded that the project should be reviewed by a third party to identify constructability
fatal flaws to avoid construction delays, change orders and cost.
On August 6, 2007, City Council approved Resolution number 12328, and authorized the Director of
Public Works to amend the agreement with Kimley-Horn and Associates, Inc. to expand the scope of
work in the amount of $20,711.00 to a total of $97,711.00.

Kimley-Horn and Associates, Inc. has completed the design and development of the project plans and
specifications. The plans have been signed and approved by the Public Works City Engineer and a copy
is available at the City Clerk's office for review.
ACTION REQUIRED: Adopt Plans and Specifications.
ANALYSIS: Adoption of the project plans and specifications is necessary for the plans to go out to bid
and the construction of the project to begin. Construction is anticipated to start in May of 2009 and finish
in August 2009. Due to the large scale of the project, a full-time construction inspector is necessary.
FISCAL IMPACT: The estimate for the construction and inspection of the project is $1,500,000. Staff will
request funding allocation after the construction bids are opened and proposals for the inspector have
been received.
