City Manager Approval: Director of Public Works (LB) File No.: 16.01.253; 16.01.257 SUBJECT: ADOPT PLANS AND SPECIFICATIONS FOR CONSTRUCTION OF APPROXIMATELY 320 FEET OF RETAINING WALL ON FAIR DRIVE, CITY PROJECT NO. 11160, AND 87 FEET OF RETAINING WALL AT 60 HILLSIDE AVENUE, CITY PROJECT NO. 11147, AND AUTHORIZE THE CITY CLERK TO CALL FOR BIDS. RECOMMENDATION: Adopt Plans and Specifications for two projects. BACKGROUND: During the rainy season of 2009/2010, the existing retaining wall located at 5 Fair Drive failed and a portion of the wall collapsed. The retaining wall was not engineered as the design consisted of sacks of concrete laid one of top of each other and did not consider any load bearing quantities. On December 16, 1963, the City of San Rafael obtained a slope easement and agreed to maintain the Fair Drive retaining wall. Replacement of the existing collapsed portion of the wall is required to maintain stability for the hillside and replacement of the remainder of the wall is recommended as it is anticipated that it will most likely collapse during the next rainy season. The proposed 5 Fair Drive Retaining Wall Replacement Project will remove the existing wall in its entirety and replace it with approximately 320 linear feet of an engineered structural wood wall with concrete foundations containing steel piers. During the rainy season of 2009/2010, the existing slope adjacent to 60 Hillside Avenue failed; consequently the slope and a portion of the adjacent retaining wall collapsed. In order to stabilize the hillside, replacement of the collapsed portion of the wall and slope with 87 linear feet of a new retaining wall is required. The 60 Hillside Avenue Retaining Wall Improvements Project proposes to install an engineering structural wood wall with concrete foundations containing steel piers. On July 6, 2010, City Council approved the 5 year Capital Improvement Project list, allocating $450,000 for these two retaining wall projects ($350,000 for the 5 Fair Drive Retaining Wall Replacement Project and $100,000 for the 60 Hillside Avenue Retaining Wall Improvements Project). The plans have been approved by the Public Works City Engineer and a copy is available at the City Clerk's office for review. Construction is anticipated to start in August of 2010 and finish in October 2010. FISCAL IMPACT: The estimate for construction of the two projects is $450,000 ($350,000 for the 5 Fair Drive Retaining Wall Replacement Project and $100,000 for the 60 Hillside Avenue Retaining Wall Improvements Project). Staff will request funding allocation after the construction bids have been opened. ACTION REQURED: Adopt Plans and Specifications for the Retaining Wall on Fair Drive (Project No. 11160) and for the Retaining Wall at 60 Hillside Avenue (Project No. 11147) on file with the City Clerk, and authorize the City Clerk to call for bids on these projects.
