RECOMMENDATION: Staff recommends that the City Council accept completion of the project and authorizes the City Clerk to file the Notice of Completion. BACKGROUND: The electrical panel upgrade to the Corporate Center Stoinl Water Pump Station (formerly know as 2°d Street Pump Station/Corp Yard Pump Station), was awarded to Bartley Pump, Inc. on November 16, 2009. Upgrades were completed on November 1, 2010. This 50 year old station provides flood control protection to the 2" St. and Hetherton St. area, which includes the Bettini Transit Center. Bartley Pump's work included installation of a new control panel and concrete housing structure, designed by DCV Consultants in cooperation with City staff. The entire electrical system was replaced with new equipment, with the exception of pumps and motors. Over the last several months City staff has worked with Pacific Gas and Electric representatives to provide power to the station. PG&E indicated that utilizing the original power drop was unacceptable because it was not located in a utility easement on the adjacent property. City staff has worked closely with the adjacent property owner, Seagate Properties, to develop a temporary utility easement for this pump station to receive power. Permanent power will be developed from 2nd Street over the next 18 months. The temporary facility will be removed upon completion of that work. PROJECT UPDATE: The project was fully completed (including all punch list items) on November 1, 2010. It was frilly operational throughout the past rainy season with the use of a temporary generator. The engineer recommends acceptance of the project and recordation of a Notice of Completion. (1) Change Order No. 1: After the start of construction it was determined that deleting wiring in some areas could be accomplished without jeopardizing the integrity of the station. The following summarizes project milestones and working days: Additional days were allowed in order to coordinate PG&E hookup efforts. All work was completed within the number of working days specified. ANALYSIS: Pursuant to Civil Code Section 3093 the City, owner of the improvements, is required to record a Notice of Completion upon acceptance of the improvements by the City. This acceptance initiates a time period during which project subcontractors may file Stop Notices seeking payment from the City out of the funds owed to the Contractor for the project work.
