SUBJECT: RESOLUTION TO AMEND THE SEIU LOCAL 1021 SALARY
SCHEDULE TO MODIFY THE SALARY RANGE FOR THE SEWERS SUPERVISOR
(SRSD)
RECOMMENDATION: Adopt Resolution
BACKGROUND:
On June 7, 2010 the City Council approved an MOU setting the compensation and working
conditions for SEIU employees for July 1, 2010 to June 30, 2011. The conditions of the MOU
included a minor reorganization to the Parks Division and the Streets Division of the Public
Works department that included reclassification and salary increases to the Worker III
positions. The San Rafael Sanitation District (SRSD) Sewers Maintenance Workers 11 and III
are compensated at a higher rate than the Public Works Parks and Streets Maintenance
Workers 11 and III due to a higher level of job skills and responsibilities.
In order to maintain consistency in compensation for these series of classifications, the Sewers
Supervisor salary should be set at 5% above the Streets Maintenance Supervisor and the Parks
Maintenance Supervisor. To correct this, 5% additional compensation for the Sewers
Supervisor was agreed to during the labor negotiations that ended June 30, 2011. The agreed
upon increase was inadvertently left out of the staff report that went to the City Council on July
18, 2011 regarding an MOU Pertaining to Compensation and Working Conditions for SEIU
Local 1021 for July 1, 2011 to June 30, 2013. The Council approved the MOU as
recommended, however Council authorization is required to adjust the Sewers Supervisor
salary range to meet the differential between that position and the Parks Maintenance
Supervisor and Streets Maintenance Supervisor positions.
ANALYSIS:
The current MOU (July 1, 2011 to June 30, 2013) sets the salary range for all three Supervisor
positions as follows:

The Sewers Supervisor salary range will be set at 5% above the range for the Parks
Maintenance and Streets Maintenance Supervisors as follows:

FISCAL IMPACT:
The Sewers Supervisor is currently at a monthly salary of $6,673. A 5% increase for this
position equates to $7,006 per month. The total cost for this change, including roll up
expenses, would be $494.07 per month ($5,929 per year) effective July 1, 2011. This does not
include a 4% decrease as a result of the reduced 36 hour work week. This increase in pay will
not affect health, dental or other insurance benefits.
This change does not reduce the City's General Fund as the Sewers Supervisor is part of the
San Rafael Sanitation District which reimburses the City for its employee costs.

RESOLUTION TO AMEND THE SEW LOCAL 1021 SALARY SCHEDULE TO
MODIFY THE SALARY RANGE FOR THE SEWERS SUPERVISOR (SRSD)
WHEREAS, on July 18, 2011, the City Council adopted the MOU pertaining to
the Compensation and Working Conditions for Employees Represented by SEW Local
1021 for July 1, 2011 to June 30, 2013; and
WHEREAS, the Sewers Maintenance Workers are compensated at a higher
salary range than the Public Works Parks and Streets Maintenance Workers; and
WHEREAS, on June 7, 2010, the City Council adopted an MOU for SEW Local
1021 that included a minor reorganization to the Parks Division and the Streets Division
of the Public Works Department that included reclassification and salary increases to
the Worker III positions; and
WHEREAS, the City would like to maintain consistency in compensation
differentials between the series of Sewers (SRSD) classifications and the Parks Division
and Streets Division classifications.
NOW, THEREFORE BE IT RESOLVED, that the City Council of the City of San
Rafael hereby approves the Amended Salary Schedule for SEIU Local 1021 to modify
the Salary Range for the Sewers Supervisor (SRSD).

the foregoing Resolution was duly and regularly introduced and adopted at a regular
meeting of the City Council of the City of San Rafael, held on Monday, the 15th day of
August, 2011, by the following vote, to wit:
