BACKGROUND: This year's Annual Mill Valley Film Festival at the Christopher B. Smith Rafael Film Center will include a Children's Film Fest on Sunday, October 9. As part of the Children's Film Fest, the Mill Valley Film Festival (MVFF) have requested a parade which will require a street closure of one block of A Street. ANALYSIS: The requested street closure is to accommodate a Circus Parade for the attendees of the film Circus Dreams. A Street will be closed from Fourth to Fifth for an hour after the completion of the showing of the film to allow the participants to form the parade. The actual parade will proceed down Fifth and Lootens Streets in a rolling street closure to the City Plaza where there will be a Circus Celebration including clowns, jugglers and a ring master. FISCAL IMPACT: None. ACTION REQUIRED: Approve the attached resolution. WHEREAS, the Mill Valley Film Festival has requested a street closure of A Street from Fourth Street to Fifth Avenue for the Mill Valley Film Festival Children's Parade Celebration on October 9, 2011 from 1:30 to 2:30 p.m. to allow for preparation and launch of a parade, WHEREAS, after reviewing plans for the event and the traffic patterns, City staff has determined and recommended that, in the interest of the safety and welfare of pedestrian and auto traffic in the area, the above street should be temporarily closed to through traffic for the date and times described above. THE CITY COUNCIL OF THE CITY OF SAN RAFAEL HEREBY RESOLVES AS FOLLOWS: 1. That all of the above findings are true and correct 2. That, pursuant to the authority of Vehicle Code section 21101(e), for the safety and protection of persons, both pedestrians and vehicle drivers, the City Council hereby authorizes the temporary closure of the above listed street for the date and times described above. 1, ESTHER C.
