BACKGROUND: The West End Village has been developing events for their area for the past several years. The Family Fun Day on October 9 will be their third event. ANALYSIS: Family Fun Day is being produced by Adam Violante, a local merchant and neighborhood resident. The activities will include live music, food, beverages, interactive art activities and a mix of local merchants and street vendors. The producer is working with Sharlene Moss from the West End Neighborhood Association (WENA) and has the full support of the Association. WENA will provide volunteers to help with set-up and clean-up. Three non -profits from the West End, Image for Success, The Milo Foundation and the Ali Akbar School of Music, are featured in this year's festival. FISCAL IMPACT: None. Any Police Department or staff expense will be paid by the event producer. ACTION REQUIRED: Approve the attached resolution. File No.: /1-117 Council Meeting Disposition FOR CITY CLERK ONLY RESOLUTION NO. 13238 RESOLUTION AUTHORIZING STREET CLOSURE OF FOURTH STREET FROM SHAVER STREET TO H STREET, IDA STREET FROM SECOND STREET TO FOURTH STREET, G STREET FROM SECOND STREET TO FIFTH AVENUE, AND F STREET FROM FIFTH AVENUE TO LATHAM STREET FOR THE WEST END VILLAGE FAMILY FUN DAY ON OCTOBER 9, 2011 FROM 7A.M. TO 10 P.M. WHEREAS, West End merchant Adam Violante' has proposed an event to celebrate the coming of fall and showcase the West End Village on October 9, 2011; and WHEREAS, the producer has proposed that the event occur on Fourth Street from Shaver Street to H Street, Ida Street from Second Street to Fourth Street, G Street from Second to Fifth Avenue, F Street from Latham Street to Fifth Avenue from 7:00 a.m. to10:00 p.m. on October 9, 2011; WHEREAS, after reviewing plans for the event and the traffic patterns, City staff has determined and recommended that, in the interest of the safety and welfare of pedestrian and auto traffic in the West End area, the above streets should be temporarily closed to through traffic for the date and times described above. THE CITY COUNCIL OF THE CITY OF SAN RAFAEL HEREBY RESOLVES AS FOLLOWS: 1. That all of the above findings are true and correct; 2. That, pursuant to the authority of Vehicle Code section 21101(e), for the safety and protection of persons, both pedestrians and vehicle drivers, the City Council hereby authorizes the temporary closure of the above listed streets for the dates and times described above.
