SUBJECT: RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN RAFAEL RECONSTITUTING
THE REDEVELOPMENT CITIZENS ADVISORY COMMITTEE (C.A.C) TO BECOME A CITY
C.A.C. ON ECONOMIC DEVELOPMENT AND AFFORDABLE HOUSING
RECOMMENDATION: Adopt Resolution reconstituting the Redevelopment CAC.
DISCUSSION: The Redevelopment Citizens Advisory Committee was established at the time of the adoption
of the Redevelopment Project Area. The CAC has met monthly all these years, providing advice to the City's
Redevelopment Agency Board on Agency economic development and affordable housing projects, for
example the San Rafael Corporate Center, Rafael Town Center and more recently, Target. In addition, the
CAC was recently appointed by the City Council to serve as the Downtown SMART Station Area Advisory
Committee, and is currently underway with a draft plan and presentations at community meetings.
State law now requires that all Redevelopment Agencies be dissolved by February 1, 2012. Staff
recommends that the CAC continue to serve as a commission of the City, to provide the same resident and
business feedback to the City Council as it did to the City's Redevelopment Agency Board.
This recommended action would allow the CRC to complete its work on the Station Area Plan and continue to
provide community input on activities related to economic development and affordable housing. Even without
Agency funding, these activities will continue in San Rafael, as developers pursue new and rehabilitation of
commercial facilities, as affordable housing opportunities return when the economy picks up, and as staff
continues to pursue the City's Economic Vitality Workplan and various General Plan policies related to
economic development and affordable housing.
It is further recommended that all appointments remain in place and follow the current terms, and that the
same meeting schedule continue.
FISCAL IMPACT: None — no appropriations are required as part of reconstituting the CAC.

1. Modify the Resolution and adopt per changes.
2. Reject Resolution.

RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN RAFAEL RECONSTITUTING
THE REDEVELOPMENT CITIZENS ADVISORY COMMITTEE (C.A.C)
TO BECOME A CITY C.A.C. ON ECONOMIC DEVELOPMENT AND
AFFORDABLE HOUSING
WHEREAS, the City encourages resident and business participation in civic activities; and
WHEREAS, the Redevelopment Citizens Advisory Committee has been a long established
committee and has provided the City's Redevelopment Agency Board with advice on economic
development and affordable housing projects and programs; and
WHEREAS, State law now requires that all Redevelopment Agencies be dissolved by
February 1, 2012; and
WHEREAS, the City Council desires that the CAC continue to serve as a committee of the
City, to provide the same resident and business feedback to the City Council as it did to the
City's Redevelopment Agency Board on economic development and affordable housing.
NOW, THEREFORE, BE IT RESOLVED, that:
1. The City Council hereby reconstitutes the Redevelopment Citizens' Advisory
Committee to a City Citizens' Advisory Committee on Economic Development and
Affordable Housing; and
2. Existing appointments and terms, as well as meeting schedule will remain in place.
