SUBJECT: ADOPT RESOLUTION APPROVING THE FOLLOWING PERSONNEL
ACTIONS:
1. The elimination of one Economic Development Director position
and the reclassification of one Economic Development
Coordinator to an Economic Development Manager,
2. To authorize the City Manager to create the classification of
Sustainability and Volunteer Program Coordinator and reclassify
into it the Volunteer Program Coordinator upon completion of the
required consultation with the labor group representing the
classification, and
3. To increase the work hours of two Parking Attendant I positions
and one Library Administrative Assistant position.
RECOMMENDATION: Adopt Resolution
BACKGROUND: This report seeks approval of the above personnel actions. Each of the
actions results from the City's smaller workforce, and the need to have some positions assume
higher levels of responsibilities and/or to work additional hours.
Changes are also recommended based on the requirements of various Council priorities, and
the uncertain and evolving nature of California Redevelopment Agencies.
ANALYSIS:
Regarding the above items 1 and 2, staff proposes the creation of a sustainability office within
the City Manager's Office. The group would embrace each of the "Three E's" of Sustainability:
the Environment, Economic Vitality, and social Equity. The sustainability office would include
the "Economic Development Manager" and "Sustainability and Volunteer Program Coordinator"
(described in more detail below). It would also include other positions intended to remain
unchanged at this time including the Economic Development Coordinator (Katie Korzun),
Events Coordinator (Brian Auger) and Administrative Analyst IV (Patti Brennan).

The following are further details regarding the two positions that would be changed:
Economic Development Manager Currently, one Economic Development Coordinator
is serving as Acting Economic Development Director (Stephanie Lovette). This action
would eliminate the Economic Development Director position and would reclassify one
Economic Development Coordinator to an Economic Development Manager, resulting in
significant savings. The reclassification would reflect new and additional responsibilities
of permanently overseeing the Economic Development Coordinator, the Events
Coordinator, and the Administrative Assistant IV. The top -step of the salary for the
Economic Development Manager is being set at $9,205. To contrast, the first step of
the Economic Development Director position (proposed to be eliminated) is $10,413.
An example of a new responsibility of the Economic Development Manager would be the
oversight of SMART station area planning, in general, and the direct management of the
downtown SMART station area planning effort.
Sustainability and Volunteer Program Coordinator. The City's Volunteer Program
Coordinator (Cory Bytof) has been assigned more responsibilities beyond coordinating
the volunteer program. A number of environmental responsibilities have been added
such as various "green" programs and projects and tracking the implementation of the
Climate Change Action Plan. This action would reclassify the Volunteer Program
Coordinator to Sustainability and Volunteer Program Coordinator. The Sustainability
and Volunteer Program Coordinator classification, title and job description has been
revised to better reflect the current and anticipated job duties. The top step of the
classification will be set at $6,011.
While the above positions would be included in the City Manager's Office, they do not represent
the full extent of the City's overall sustainability efforts. In fact, significant sustainability efforts
occur throughout the organization in the implementation of the Climate Change Action Plan and
other goals. The Public Works Department plays a lead role in installing low-energy street,
building, and tree lighting, as one example. The Community Development Department drafts
ordinances related to green building and construction recycling practices, as another example.
The intent of this reorganization is to anticipate the ending of the City's active Redevelopment
Agency, address an overall decrease in staffing levels, and intentionally mobilize resources
around the "Three E's of Sustainability" which is assumed to be an on-going Council priority for
the present and future. The specifics and financial impacts of the Redevelopment Agency
dissolution are still to be determined but the Agency currently continues to have the ability to
pay for its positions. Staff will return through the mid -year budget report to make further
recommendations on staff funding.
Regarding Item 3, when Parking Services eliminated the meter collection position at the
beginning of Fiscal Year 2011-12, additional responsibilities were transferred to the Equipment
Technicians. As a result of this transfer, the technicians were unavailable to carry out some of
the attendant duties they had been performing. Therefore, existing part-time attendants were
utilized to fill in this need, requiring two of them to work more hours on a regular basis. Two of
the three Parking Attendant I positions (Marcial Cardenas and Gliezer Segovia) are currently
budgeted to work at 53.3% FTE; the third position is budgeted at the 75% level. This action will
bring all three positions to the 75% FTE level. The increase to 75% will be realized through
salary savings of one currently unfilled Parking Attendant I position budgeted at 53.3%.
Additionally, the division currently has one Equipment Technician position that will remain

unfilled until at least April 2012, generating additional salary savings. Thus these changes
should not have a material impact on the budget for Parking Services. In the Library, one
Administrative Assistant position (Jinder Banwait) is recommended to be funded at a full-time
level instead of the budgeted 75% FTE level. Funding for this increase in hours will come from
savings in the literacy program.
All of the above changes would not require any new recruitments or additional staff. In fact, the
overall impact will be a reduction in costs in part due to the elimination of a management
position (Economic Development Director).
City staff has communicated with representatives of the affected bargaining unit regarding the
changes. The City will satisfy its responsibilities under the Meyers-Milias-Brown Act with
regards to the Sustainability and Volunteer Program Coordinator position prior to
implementation. As is currently the case, the City Manager has the authority to make
alterations to job specifications that do not result in a budget impact.
FISCAL IMPACT: The total cumulative savings will be approximately $65,000 through the end
of the current fiscal year including both Redevelopment and non -Redevelopment funds. As
stated above, the specifics and financial impacts of the Redevelopment Agency dissolution are
still to be determined but the Agency currently continues to have the ability to pay for its
positions. Staff will return through the mid -year budget report to make further
recommendations on staff funding.
OPTIONS:
• Approve the Resolution to implement the four above recommendations.
• Request changes to the recommendations.
• Direct staff to develop alternatives to the recommendations.

RESOLUTION APPROVING PERSONNEL ACTIONS TO ELIMINATE THE
ECONOMIC DEVELOPMENT DIRECTOR POSITION, TO RECLASSIFY THE
VOLUNTEER PROGRAM COORDINATOR AND ONE ECONOMIC
DEVELOPMENT COORDINATOR POSITION, AND TO INCREASE THE
REGULAR WORK HOURS OF TWO PART-TIME PARKING ATTENDANTS AND
ONE LIBRARY ADMINISTRATIVE ASSISTANT.
WHEREAS, the CITY has had to make significant budget balancing decisions over the
last few years to deal with the impacts of the ongoing national recession; and
WHEREAS, these changes have included reducing the City's workforce resulting in the
need for some positions to assume higher levels of responsibilities and/or to work additional
hours; and
WHEREAS, the personnel actions recommended will address this increase in
responsibilities while taking into consideration staffing needs to meet various City Council
priorities, including establishing an Office of Sustainability.
NOW, THEREFORE, BE IT RESOLVED the City Council of the City of San Rafael
hereby approves the following personnel actions:
1. To eliminate one Economic Development Director position and the reclassification
of one Economic Development Coordinator to an Economic Development
Manager,
2. To increase the work hours of two Parking Attendant I positions and one Library
Administrative Assistant position, and
3. To authorize the City Manager to create the classification of Sustainability and
Volunteer Program Coordinator and reclassify into it the Volunteer Program
Coordinator upon completion of the required consultation with the labor group
representing the classification.

SUMMARY
Under the administrative direction of the City Manager, manages and implements the economic
development priorities and Redevelopment Agency functions as established by the City Council. The
Economic Development Manager has extensive involvement in major development related projects
and policies, internally and within the community.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following.
• Directs design, coordination, and evaluation of economic development programs and projects,
including attracting new business and retaining existing business.
• Directs the development, coordination, and evaluation of redevelopment programs, including
Agency housing programs such as building, grants, write downs, and finance.

• Maintains effective relations with community groups, civic groups, non —profit organizations,
businesses and other governmental agencies.
• Represents the City Manager on matters concerning economic development to public officials,

• Operates as the point of contact and source of information regarding Economic Development and
Redevelopment including preparing City Council and Agency Board reports, public relations
material, and making public presentations.
• Manages Economic Development activities including marketing programs, public information,
data compilation and evaluation, and other programs that meet City objectives and policies.
• Coordinates economic and redevelopment projects with those of other departments, other public
agencies and with the private sector.
• Provides professional advice and assistance to business leaders, the private sector and various
groups and agencies.
• Advises the City Manager and the City Council on economic development and redevelopment
matters.
• Ensures the preparation of written materials on projects ( delete on projects) including
redevelopment plans, development agreements, progress reports, and staff reports.

Job Title: Sustainability and Volunteer Program
Coordinator
SUMMARY:
Coordinates the activities of both the Sustainability Program and Volunteer Program including related
volunteers and programs, and builds and maintains positive working relationships to ensure the
programs are successful.
DISTINGUISHING CHARACTERISTICS:
This is a single class position that will work as a miscellaneous employee in the City Manager's
Department to implement and maintain a city-wide volunteer program and manage volunteer
operations in the community. Reports to the Assistant City Manager.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
This list is intended to be illustrative and does not represent an exhaustive list of duties and
responsibilities. Other duties may be assigned.
• Confers with City department representatives to determine volunteer needs and assists in the
development of job descriptions for volunteer positions.
• Develops and revises City policies, plans, and procedures relating to the programs.
• Provides supervision, follow-up, and continuing support for volunteer placements.
• Oversees and coordinates Climate Change Action Plan implementation, state mandates, and
other sustainability -related programs and activities.
• Develops and monitors program budgets and other records. Tracks and pursues grant funds,
donations, and other potential funding sources to further programs and activities.
• Prepares and places publicity to engage and recognize volunteers and other community
members, as well as program activities, including managing a volunteer website, city Sustainability
web pages, newsletters, and other internet-based marketing activities. Plans and publicizes City
Sustainability activities, opportunities, and recognition events.
• Recruits, screens, interviews, selects and trains volunteers for the City's program or assists
departments with this process.
• Oversees and maintains adequate risk management procedures for volunteers and advises
department representatives on implementation.
• Maintains a variety of records, statistics and reports. Prepares staff reports and other written
documents including quarterly reports, contracts, program plans, and assessments. Collects and
creates reports on Greenhouse Gas Inventory data and Climate Change Action Plan program data
to meet City, State and Federal goals and mandates.
• Works with neighborhood and community groups to develop and implement programs related to
volunteerism and the Climate Change Action Plan, and to support initiatives related to
neighborhood enhancement, beautification, and Sustainability.
• Prepares and maintains a Volunteer Disaster Plan for unaffiliated volunteer coordination.

drivers license and a satisfactory driving record.
LANGUAGE SKILLS:
Ability to read, analyze, and interpret general periodicals, professional journals, technical procedures,
or governmental regulations. Ability to write reports, business correspondence, and procedure
manuals. Ability to effectively present information and respond to questions from groups of
managers, clients, customers, and the general public.
