SUBJECT: ADOPT PLANS AND SPECIFICATIONS FOR CONSTRUCTION OFTHE SAFE ROUTES
TO SCHOOL BELLE AVENUE PEDESTRIAN IMPROVEMENTS AT COLEMAN
ELEMENTARY SCHO(}L, CITY PROJECT NO. 11175, AND AUTHORIZE THE CITY
CLERK TOCALL FOR BIDS.
RECOMMENDATION: Adopt Plans and Specifications for the project.
BACKGROUND: Safe Routes toSchool :SR2S\isastate funded program that iaintended to
improve the safety of children between kindergarten and twelfth grodn, including those with diaobi|itios,
and encourage them buwalk and bike toschool. The program selects projects that are developed with
community participation in order to make walking and bicycling to school a more appealing mode choice
while at the same time improving the environment and overall quality of life.
|nApril of200 .thePub|ic Works Department applied for ogrant funded through the SR2Sprogram for
construction of improvements along Belle Avenue in front of Coleman Elementary School. There were
many applications submitted to the State for this funding; however, in August of 2009 the City was notified
that this project was one of the few approved for funding.
The City has worked with school representatives and officials todetermine the improvements needed at
Coleman Elementary School. The proposed project improvements include construction of a raised
crosswa|k, new compliant curb nampo, widening and reconstruction of a portion of the sidewa|k,
installation of high visibility signing and striping, and additional safety measures on Belle Avenue adjacent
tothis school. The plan, prepared by Public Works staff, has been approved by the City Engineer and is
available for review.
ANALYSIS: Adoption ofthe project plans and specifications is necessary for the plans to go out to bid
and the construction of the project to begin. Construction is anticipated to start when school is not in
session in June of 2012 and finish prior to the start of the school in August 2012.
FISCAL IMPACT: The engineer's estimate for construction ofthe project ks $250,000. The exact cost for
construction will be determined after bids have been received. The City has received a $303.801 grant
through the SR2S pnognam, of which a 10% local match (S30.390) is required. To date, the City has
spent $4,700 for surveying assistance as well as staff costs associated with the design of the project.

Pedestrian improvements at Coleman Elementary School Project (Project No. 11175) on file with the City
Clerk, and authorize the City Clerk to call for bids on these projects.
