SUBJECT: Approve Resolution Authorizing the Temporary Closure of City Streets for the
Weekly Downtown Farmers' Market Festival on Thursday Evenings from

RECOMMENDATION:* Adopt resolution authorizing street closures for the 2012 Downtown
Farmers' Market Festival on Thursday evenings from April 7 - September 29, 2012.
DISCUSSION: The annual Downtown Farmers' Market Festival enters its twenty-third year in
2012 and continues to be the most successfully attended Farmers' Market event in the North Bay.
This season will be one of transition due to the loss of funding resulting from the demise of the San
Rafael Redevelopment Agency ("Agency"). The Agency has traditionally provided fiscal support
for the majority of the City services related to the event, including Police overtime costs. The City
of San Rafael has agreed to fund the Police overtime costs. The Market Manager, Monique
Anderson, owner of Next Generation Events ("Manager"), will be taking on a larger part of the
operational expenses and substantial risk for producing the event in 2012. The City's Event
Coordinator will be working closely with the Manager to assure the changes will not impact the core
fabric and operation of the event.
Over the last several seasons the City's Event Coordinator and the Manager have reduced the
market footprint from Lincoln Avenue to Cijos Street to provide a shorter, more intimate Market.
The Manager has also introduced monthly special highlights including Chef's demonstrations and
featured produce and fruits, which enhances the event experience. The Manager continues to work
closely with the Downtown Business Improvement District (`BID") members. This continuing
partnership has resulted in more BID members participating in the weekly Market. This trend is
anticipated to continue in the 2012 season.
This year, the Market will continue with its traditional street closure times, as noted below.
The requested street closures are as follows:
Fourth Street from 'B" Street to Cijos Street from 5:00 p.m. to 10:00 p.m.
2. "A" Street between Fifth and the entry to the Parking structure, Lootens between Fifth and
Commercial, and Cijos from Fourth to Commercial from 5:00 p.m. to 10:00 p.m.

Disposition:
FISCAL IMPACT: The Downtown Farmers' Market Fmmdvu| requires support from Police and
City Event Operations staff. These costs have been traditionally funded by the Redevelopment
Agency. The City of San Rafael has agreed tofund the Police overtime costs pursuant b>Resolution
#13290 adopted on January 17` 2012. The |8vcnka Coordinator position is now part ofthe City
Manger's office and this change will be reflected in the mid -year budget adjustment.
OPTIONS: Approve staff recommendationofstreet closures.

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SAN RAFAEL AUTHORIZING THE
TEMPORARY CLOSURE OF CITY STREETS FOR
THE WEEKLY DOWNTOWN FARMERS'
MARKET FESTIVAL ON THURSDAY EVENINGS
FROM APRIL 5 — SEPTEMBER 27, 2012
WHEREAS, the Downtown Farmers' Market Festival necessitates the temporary closure of
Downtown streets on Thursday evenings from April 5 through September 27, 2012 as specified
below:
1. Fourth Street from "B" Street to Cijos Street from 5:00 p.m. to 10:00 p.m.
2. "A" Street between Fifth and the entry to the Parking structure, Lootens between Fifth and
Commercial, and Cijos from Fourth to Commercial from 5:00 p.m. to 10:00 p.m.
WHEREAS, after reviewing plans for the event and the traffic patterns, City staff has determined
and recommended that, in the interest of the safety and welfare of pedestrian and auto traffic in the
Downtown area, the above streets should be temporarily closed to through traffic for the dates and
times described above.
THE CITY COUNCIL OF THE CITY OF SAN RAFAEL HEREBY RESOLVES
AS FOLLOWS:
1. That all of the above findings are true and correct;
2. That, pursuant to the authority of Vehicle Code section 21101(e), for the safety and
protection of persons, both pedestrians and vehicle drivers, the City Council hereby
authorizes the temporary closure of the above listed streets for the dates and times
described above.
