HomeMy WebLinkAboutED CDBG Priority Setting 2012CITY OF � Agenda Item No: 3 h Meeting Date: March 5, 2012 SAN RAFAEL CITY COUNCIL AGENDA REPORT Department: Economic Development Prepared by: Stephanie Lovette, Economic City Manager Approvals 1 i i L : SUBJECT: Report on Community Development Block Grant (CDBG) Priority Setting and Local Area Committee Membership RECOMMENDATION: Accept Report and make no changes to the review process BACKGROUND: The Community Development Block Grant (CDBG) process is set in a Cooperative Agreement adopted in 2011. The Agreement establishes a Priority Setting Committee consisting of a representative designated by each city in the County and one by the Board of Supervisors. In addition there are six Local Area Committees, one for each of the planning areas, consisting of a representative designated by the participating city and one designated by the Board of Supervisors. The Local Area Committees make funding recommendations to the Priority Setting Committee, which then forwards a recommendation to the Board of Supervisors for final action. This year, Councilmember McCullough is San Rafael's representative on both Committees. Under the terms of the Cooperative Agreement, San Rafael's Local Area Committee acts only on Public Service projects and Council acts on the Housing and Capital projects. In October, the County approved an Analysis of Impediments to Fair Housing Choice, including a recommendation to expand the Priority Setting Committees to include non -elected community representatives of protected classes. Protected classes are racial and ethnic minorities and people with disabilities. The County solicited applications from individuals to serve on the Local Area Committees and the Countywide Priority Setting Committee, and held a public meeting on February 16 to make selections. Anh Kellogg was selected to serve with Councilmember McCullough to serve on the San Rafael Local Area Committee to review Public Service projects. The Countywide priority Setting Committee was expanded to include all the added Local Area Committee members. ANALYSIS: Under the terms of San Rafael's Cooperative Agreement, Council has the option to create a CDBG Advisory Committee that includes representatives protected classes. Staff recommends that no change be made, and that Council continue to select projects. Council has adopted a set of criteria to select projects and the first priority are City sponsored projects. Under the terms of the City's Settlement Agreement on Citywide accessibility issues with the Federal Department of Justice, the City will be placing most of the CDBG allocations for a number of years in a street curb cut construction program, which benefits the disabled community. In this situation of limited funds and the Department of Justice Agreement, an advisory committee is not warranted.
