SUBJECT: Consideration of a Resolution authorizing the San Rafael Fire Department to accept a FEMA
Grant for funding the purchase of Self Contained Breathing Apparatus (SCBA).
RECOMMENDATION: Staff recommends that the City Council adopt the Resolution to accept the FEMA
Grant funding.
BACKGROUND: Self Contained Breathing Apparatus (SCBA) is one of the most essential personnel
protective equipment for firefighters. It allows firefighters to safely enter smoke filled burning structures in
order to rescue victims and extinguish the fire. The SCBAs currently used by the Fire Department are
approaching the end of their planned 15 year service life.
In September 2011, the Fire Department completed an application for grant funding through the US
Department of Homeland Security, Federal Emergency Management Agency (FEMA) Assistance to
Firefighters Grant program to purchase a new SCBA for each firefighter at the Fire Department.
On February 17, 2012 the Fire Department was formally notified that it had been awarded the Assistance
to Firefighter Grant funding for the SCBA replacement. The Assistance to Firefighter Grant includes
funds to purchase 67 new SCBAs including face masks, spare air cylinders and provides for training the
firefighters on the new equipment.
ANALYSIS: Following acceptance of the FEMA Grant, the Fire Department will obtain bids to purchase
SCBAs and will return to the City Council for approval to purchase the SCBAs. The Assistance to
Firefighter Grant requires the project to be completed by February 11, 2013, which is an achievable goal.
FISCAL IMPACT: The total estimated cost for the SCBA replacement is $411,645, which is appropriated
in the Fire Department equipment replacement fund. The Assistance to Firefighter Grant award is
approximately $329,316, the final total is yet to be determined. The grant requires a 20% local match,
which is approximately $82,329.
OPTIONS: The City Council can adopt the Resolution to accept the Assistance to Firefighter Grant
funding. Should the City Council decide not to adopt the Resolution, the City will not receive
approximately $329,316 in Assistance to Firefighter Grant funding.
ACTION REQUIRED: Adopt the Resolution to accept the Assistance to Firefighter Grant funding for
replacement of the SCBA.

RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN RAFAEL
AUTHORIZING THE FIRE DEPARTMENT TO ACCEPT A GRANT FOR
THE PURCHASE OF SELF CONTAINED BREATHING APPARATUS
WHEREAS, the United States Department of Homeland Security, Federal Emergency
Management Agency (FEMA), has the Assistance to Firefighters Grant program where grants are
awarded to fire departments to enhance their ability to protect the public and fire service
personnel from fire and related hazards; and
WHEREAS, in the month of September, 2011 the City of San Rafael Fire Department
completed an application for an Assistance to Firefighters Grant to fund the replacement of the
Fire Department's Self Contained Breathing Apparatus (SCBA); and
WHEREAS, on the 17th day of February, 2012 the Assistance to Firefighters Grant
program formally notified the City of San Rafael Fire Department that they had been awarded the
grant for the SCBA replacement; and
WHEREAS, the final grant amount is yet to be determined by the Assistance to
Firefighters Grant program, but is estimated to be approximately $329,316 in funding towards
the purchase of the SCBA.
NOW THEREFORE, BE IT RESOLVED that the San Rafael City Council approves
Fire Department's acceptance of an Assistance to Firefighters Grant to fund the SCBA
replacement, and authorizes the City Manager of the City of San Rafael to enter into a Grant
Agreement in a form approved by the City Attorney and to receive the grant funds in the name of
the City of San Rafael Fire Department.
