RECOMMENDATION: Adopt Plans and Specifications for the project. BACKGROUND: On June 22, 2011 the City Council adopted Resolution 13181 establishing the Pt. San Pedro Road Median Landscaping Assessment District. On November 21, 2011 the City Council authorized the Public Works Director to enter into an agreement with Abey Arnold Associates to design the project. The completed project plans and specifications have been approved by the Public Works City Engineer and a copy is available at the City Clerk's office for review. The proposed improvements for the assessment district include the installation of irrigation, landscaping and related median landscaping facilities along Point San Pedro Road between Union Street and Biscayne Avenue. Hardscape features including river rock cobble and entrance monuments have been incorporated into the design in areas that cannot accommodate landscaping. During the design of the project, two public meetings were held. The comments received during these meetings have been incorporated into the design. There are currently twenty-nine existing median islands within the boundaries of the assessment district that are proposed to be improved and maintained. ANALYSIS: Adoption of the project plans and specifications is necessary for the plans to go out to bid and the construction of the project to begin. Construction is anticipated to start in July 2012 and finish in October 2012. FISCAL IMPACT: The engineer's estimate for construction of the base bid project is $1,606,000. The estimate to install the entrance monument signs is an additional $30,000. The exact cost for construction will be determined after bids have been received. To date, the City has obligated $146,995 for design services and public outreach. In addition, it is anticipated that the City will need to hire a full-time inspector for this project, estimated to cost $100,000. The total cost of the project is estimated to be approximately $1,883,000. The assessment district will fund, through the purchase of bonds, $1,750,000 for design and construction of the project. OPTIONS: The Council may choose tonot accept the report and direct the Public Works Lorevise design concepts, hold more public meetings to receive additional comments and bring the matter back to the City Council. If this option is pursued, construction will be delayed until summer of 2013. ACTION REQUIRED: Adopt Plans and Specifications for the Point Sam Pedro Median Landscaping Improvements Project (Project No. 111S3)onfile with the City Clerk, and authorize the City Clerk to call
