RECOMMENDATION: Adopt resolution. BACKGROUND: The Bicycle Transportation Account (BTA) is an annual program providing state funds for projects that improve safety and convenience for bicycle commuters. Eligible projects must be designed and developed to achieve the functional commuting needs and physical safety of all bicyclists. The BTA issued a call for grant applications on February 27, 2012. The construction of the Grand Avenue bicycle and pedestrian bridge qualifies for the grant as this bridge will improve the safety and convenience of bicycle commuters by serving major transportation corridors and removing travel barriers to potential bicycle commuters. Previously, the corridor along Francisco Boulevard East and Grand Avenue between Bcl1am Boulevard and Second Street, specifically the existing Grand Avenue Bridge, was identified as a location in need of bicycle and pedestrian improvements. This corridor is one of only two which provides access in and out of the neighborhoods in East San Rafael. The 580/101 Connector project completed the construction of a 9 to 12 foot wide sidewalk/multi-use pathway from Bellam Blvd. to Vivian Way along East Francisco Blvd. The segment from Vivian Way to the southerly end of the Grand Avenue Bridge has been designed and is anticipated to be constructed in 2013 with the help of a $1.5 million federal Non -Motorized Transportation Pilot Program (NTPP) grant. In 2011 the City was awarded a $200,000 grant from the San Francisco Bay Trails Association to develop a design and provide environmental permitting assistance for continuing the sidewalk/multi-use path to 2°d Street across the Grand Avenue Bridge. The new design is comprised of a new 12 foot wide bicycle and pedestrian bridge along Grand Avenue on the east side of the existing vehicular bridge. There are currently no construction funds obligated for the construction of the bridge. This particular area along Grand Avenue has a right of way of only 60 feet. Additional Right of Way will be necessary to install the two new abutments. These necessary to install the bridge abutments are generally very small, approximately 10 feet wide; however, the future construction of the pedestrian bridge is predicated on obtaining this right of way. The preliminary cost estimate for the construction of this separated pedestrian bridge is $1,229,000 and construction engineering is estimated at $180,000. Therefore, staff recommends that the City request a total of $1,409,000 from the BTA for the construction of the Grand Avenue Bicycle/Pedestrian Bridge project. Applications for the grant are due April 27, 2012. ANALYSIS: Submittal of the Grant Application will qualify the City for the grant. Selected projects will be announced after enactment of the 2012/2013 California Budget. FISCAL IMPACT: If awarded, the BTA grant will pay up to 9010 of the total project cost, including design, construction and construction engineering. The City will be required to provide a 10% match from other sources. ACTION REQUIRED: Adopt Resolution Enclosures (1) 1. WHEREAS, the Bicycle Transportation Account is an annual program providing state funds for projects that improve safety and convenience for bicycle commuters; and WHEREAS, the City is currently designing a twelve foot wide bicycle and pedestrian bridge along the east side of Grand Avenue; and WHEREAS, the bridge will improve the safety and convenience of bicycle commuters by serving major transportation corridors and removing travel barriers to potential bicycle commuters; and WHEREAS, the Bicycle Transportation Account provides up to 90% of the total project costs; and WHEREAS, the City will use local funding to cover the remaining project costs; NOW, THEREFORE, IT IS HEREBY ORDERED AND RESOLVED by the Council of the City of San Rafael that the Director of Public Works is authorized to apply for the Bicycle Transportation Account grant. IT IS FURTHER RESOLVED that the Director of Public Works is hereby authorized to take any and all such actions and make changes as may be necessary to accomplish the purpose of this resolution.
