SUBJECT: Resolution authorizing closure of City Streets for the Canal Alliance 30th Anniversary
Celebration; Alto and Belvedere Streets between Tiburon Street and Louise Street, 8a.m. to 9 p.m.,
Sunday, June 24, 2012.
RECOMMENDATION: Approve the Resolution authorizing the temporary street closures
BACKGROUND: Canal Alliance is holding a one -day community based celebration in honor of their 30th
anniversary of serving the community. The event will be alcohol -free, and will include music, dancing,
food vendors and tabling. Canal Alliance's mission is to develop self-sufficiency and leadership for a
healthier community.
ANALYSIS: The streets proposed to be closed are Alto and Belvedere Streets between Tiburon Street
and Louise Street. From two p.m. to four p.m. security guards from Barbier Security will be at the event;
no San Rafael Police will be necessary. Live music and a stage will be at the corner of Alto and
Belvedere.
FISCAL IMPACT: None. All security, trash removal and set up will be provided by the applicant.
OPTIONS:
• Accept the street closures as proposed
• Modify the streets to be closed
ACTION REQUIRED: Approve the attached resolution.

RESOLUTION AUTHORIZING CLOSURE OF CITY STREETS FOR THE
CANAL ALLIANCE 30TH ANNIVERSARY CELEBRATION; ALTO AND
BELVEDERE STREETS BETWEEN TIBURON STREET AND LOUISE STREET,
8 A. M. TO 9 P.M., SUNDAY, JUNE 24, 2012.
WHEREAS, the Canal Alliance 301h Anniversary Celebration necessitates the temporary
closure of city streets on June 24th, 2012 as specified below:
1. Alto Street from Larkspur Street to Belvedere Street from 8 a.m. to 9 p.m.
2. Belvedere Street from Tiburon Street to Louise Street from 8 a.m. to 9 p.m.
WHEREAS, after reviewing plans for the event and the traffic patterns, City staff has
determined and recommended that, in the interest of the safety and welfare of pedestrian
and auto traffic in the downtown area, the above streets should be temporarily closed to
through traffic for the date and times described above.
THE CITY COUNCIL OF THE CITY OF SAN RAFAEL HEREBY RESOLVES AS
FOLLOWS:
1. That all of the above findings are true and correct;
2. That, pursuant to the authority of Vehicle Code section 21101(e), for the safety
and protection of persons, both pedestrians and vehicle drivers, the City Council
hereby authorizes the temporary closure of the above listed streets for the date
and times described above.
