Meeting Date: May 21, 2012 SAN RAFAEL CITY COUNCIL AGENDA REPORT Department: Public Works Prepared by: x Director of Public Works (HY) City Manager Approval: A4'e"o File No.: 16.01.263 SUBJECT: ADOPT PLANS AND SPECIFICATIONS FOR CONSTRUCTION OF THE CITYWIDE STREET RESURFACING 2012 CURB RAMPS PROJECT, CITY PROJECT NO. 11204, AND AUTHORIZE THE CITY CLERK TO CALL FOR BIDS. RECOMMENDATION: Adopt Plans and Specifications for the project. BACKGROUND: In January 2012, the City of San Rafael began coordination with Caltrans to procure funding for roadway rehabilitation of approximately 3.1 miles of City streets. It is anticipated that the following roadway segments will be resurfaced: ■ Fifth Avenue from B Street to H Street; ■ Redwood Highway from Smith Ranch Road to Mitchell Boulevard; ■ Bellam Boulevard from Woodland Avenue (City Limits) to 1-580 Ramps; ■ Bellam Boulevard from Kerner Boulevard to Windward Way; ■ D Street from Antonette Avenue to Second Street; and ■ Mission Avenue from Union Street to H Street. Current Americans with Disabilities Act (ADA) design standard mandates that altered (i.e. resurfaced) roads must include curb ramps or sloped areas at any intersection to provide access for pedestrians. Therefore, in anticipation of resurfacing the above noted streets, this project is composed of the installation of 15 new compliant curb ramps, two driveways at Falkirk Cultural Center, a sidewalk extension on Bellam Boulevard at Vista Del Mar, and storm drainage improvements. The plans, which were prepared by Public Works staff, have been approved by the City Engineer and are available for review. In order to install some of these improvements, removal of existing trees may be necessary. The City Arborist has evaluated the trees in conflict with the improvements. While there are only a few trees that require removal, new trees will be planted by the Public Works Department as a separate project, where feasible. During design of this project it was found that several locations have private improvements located on public right-of-way. In addition, temporary access is necessary from private property owners at a few locations in order to meet the new grades of the proposed curb ramp installations. Coordination with 9 property owners has been initiated in order to have the existing facilities removed from the public right-of- way and to allow the City to perform the work necessary. Also, two utilities (San Rafael Sanitation District (SRSD) and Comcast) have existing facilities in conflict with the proposed improvements. The work to relocate the SRSD facility is included in this bid package and will be reimbursed by the District upon completion. ANALYSIS: Adoption of the project plans and specifications is necessary for the plans to go out to bid and the construction of the project to begin. Construction is anticipated to start in July 2012 and is required to occur before the roadway segments are resurfaced. FISCAL IMPACT: The engineer's estimate for construction of the project is $220,000. The exact cost for construction will be determined after bids have been received. To date, the City has spent $10,000 for topographic survey associated with the project. ACTION REQUIRED: Adopt Plans and Specifications for the Citywide Street Resurfacing 2012 Curb Ramps Project (City Project No. 11204) on file with the City Clerk, and authorize the City Clerk to call for bids.
